PLANNING BOARD MEETING Monday, January 3, 1955 Present: Adams, Grindle, Hathaway, Irwin, Jaquith, Ripley - Snow, Stevens Meeting opened at 7:55 o'clock. Biu Bill presented by Louise M. Baker, secretarial ser$ice, Dec. 6, 13, 20 and 27 @ $5, 420; 1 box carbon paper, $4.00 - $24.00. Unasiawaly voted the bill be paid. & Tel. Co. Mr. Thomas Morrison, Mr. Charles H. Vincent and Mr. Duane Aldrich, Attorney, appeared for N.B. Tel. & Tel. Co.far informal discussion re: parking plan. Mr. Adams explained that the Board was considering recaa- mending to the Town that this perking area be adopted, that the area has been under consideration since 1939, and that it is essential to the tam and its business men to have parking in the business center if it ii to be able to compete with shopping centers in Bedford, Woburn, and other nearby towns. Most of this land is of low value and being wasted. Mr. Vincent replied that the Telephone Co. would not be in favor of giving up the back land or the driveway. They have to provide for element growth and plan to go back 32 ft. bund the present building in '56 or '57. This would leave only enough roam for parking of employees. A driveway, they state, must definitely be under their control far emer- gency use at any time. Mr. Adams stated that to hit keaowledge there bad been very little discussion about-trucks but he felt etre that it was assured there would be no more than 2 or 3 trucks on hand at any tine. Mr. Vincent stated- that at no time was anything said about the proposed parking Plan. Joint ownership of road brings up many problems, accident liability being one of them. When shown secondP lan which calls-far taking part of road from Spencer and only about 5 ft. from the Telephone Co., leaving 15 ft. for them, Mr. Vincent stated they would not fight aver the 5 ft. but that they definitely needed the roan in the back to be able to get in and out of the rear after new building was added; that they try to keep 30 ft. distance to next lot line for fire prevention; and that they prohibit parking of vehicles of any kind with gasoline in them near the building. Mr. Adams again stressed that it is important to future growth of the town and that there is a duty towards the people of Lexington in the way of service. Mr. Vincent then stated that they would not kick about giving up land beyond 32 ft. plum 25 ft. 111 Proposed Road Informal discussion re: proposed road from Mass. Ave. to Route 2 - J r ` _ 1 � Ci W. Snow wished to know the reasons why the Board felt there was a weed for this read. In an aver-all street plan it makes a difference whether the road -is to be planned as a "collector" road to connect with a boulevard, or whether it is to be a main road to be used as a by-pass for the Center. He is not in favor of the latter if it is planned for limited access. This would tend to divide the town with a major artery. Be does not feel there is sufficient need for this kind of road. It was the ©pinion of the Board that the originn1 idea was not for limited assets.
