Presents Grindle, Hathaway, Irwin, Jaquith, Ripley - Snow# Stevens.
In the absence of Nr. Adams, Nr. Ripley was elected chairman pro tea.
Meeting opened at 800 o'clock.
Public hearing was held at 800 in Estabrook Hall on petition of Mrs.
Helen B. Saran and others to amend the Lexington Zoning By-law and map so as
to change from an R-1 district to a C-1 district an area westerly of the
junction of Marrett Rd., Lincoln and School sts. Approximately 77 citizens
present.
Mr. Nathan b. Bidwell of 73 Tremont St., Bostofi represented the peti-
tioner. He abated that other corners in the area had been in business and
prosperous for many years, and that the corner now being asked for change to
business had been so from 1936 to 1950. Mrs. Saran now feels that it should
be returned to business to conform to the rest of the area. She has no
immediate plans for business, but feels in view of the surroundings that the
property could not be sold for residential purposes.
Mr. Robert Ross stated that there was a fifth corner_ which was in R-1
district so that all the area was not in business.
. Mr. Chester Hill of 319 Lincoln St. spoke against the petition, stat-
ing that he had a petition signed by 201 citizens, all in the immediate
neighborhood who are strongly opposed to W change. They feel that in 1950,
the time of the change, proper persons and abuttors'had been notified and Was
Sarano could have objected at that time had she wished to do so and that four
gears was a long time to decide that something should not have happened; that
her property had been subdivided and advertised in glowing teras as being a
residential area with the understanding that it would remain so; that putting
in business would create additional traffic hazards; and would depreciate the
value of the hues in that area.
Speaking for the petitioner were Mr. Howard S. 0. Nichols of 29 Hayes
Ave.; Mr. Donald Nickerson, 49 Somerset Road; Mr. Thacher Jennney, 25 Oakland
St.; Mrs.:Andolina, 90 Middle St.; C. L. Muzzey, 14 Glen Road; Mrs. Paul
Buckley, 139 Shade St.; and We William Panton, 33'York at. (by letter.)
Speaking against the petitioner were Mr. Chester Hill, 319 Lincoln St.;
Mr, Robert Dalrymple, 642 Marrett Rd.; Mr, Kilduff, 578 Marrett Rd., Richard
Nay, 8 Barrymeade Dr.; Mr, Edward Giroux, Lincoln St.; Mr, Cecil Hobbs, 322
Lincoln St., Mr, Queander, 2 Middle St.; and Mr. Robert Ross, 103 School St.
Following the comments of the persons opposed to the p9tit10n7 the
petitioner was given an opportunity to speak in rebuttals
In a showing of hands, there were 9 in favor, 54 opposed.

Meeting adjourned to Town Engineerls office, where Mr. Hathaway was
elected to serve as Chairman pro tem for the remainder of the meeting.

Letter received flora Mr. Stevens reminding the Board that $1200 had .
been appropriated for securing options for land.
Letter received from Mrs. Eleanor Ross with reference to conditi.oml
approval contract. Matter turned over to Mr. Stevens.
Among the Board of Appeals notices o n hearings scheduled for Thursday,
November 18, are several in which the Planning Board may be interested; namely,
Knox, Shell, Piano, and Newell. Mr. Snow will get further information on these
for study at next meeting:

After due consideration, Mr. Irwin moved, Mr. Grindle seconded,$/that
plan for Colonial Acres be endorsed "Approved subject to the conditions set forth
as agreements in a Conditional Approval Contract signed by Colonial Development
Corp. dated October 11, 19511 and to be recorded herewith."

It'was moved.by Mr. Irwin, seconded by Mr. Grindle, that Mr, -Snow notify
Mr. Friel by letter to follow along the lines of the minutes of November 1, and a
copy of this letter be sent to Mr. Dolan. So voted.
Anastasy
Plan of Nicolo Anastasy, 187 Grove St. dated Oct. 15,•1954; William J.
Ford Jr.,C.E. studied. Does not show proper drainage disposal or turnaround.. Mr.
Snow to so advise Mr. Anastasy, advising him that the plan must be acted upon at
the next meeting on Monday, November 15. '
Mr. Ripley moved, Mr. Grindle seconded and so voted that a copy of "A
Handbook of Planning Administration" be purchased at $7.50.
