PLANNING BOARD MEETING Monday, July 12, 1954 Irwin, Hathaway, Grindle, Jaquith - Stevens, Burns, 7:45 o'clock. Mr. Friel submitted definitive plan for Ledgelawn Ave., section with application on form C. Application taken subject to check with Mr. Burns and later accepted. Hearing set for July 26th at 8 p.m. Peacock Farms ,Inc. - Hearing Public hearing at 8 o'clock on Section 3 covering 15 lots shown on plan dated June 24, 1954, Present: Mr. Compton for the Peacock Farms and 4 others from the neighborhood, Messrs. Cooper, Mason St.;, Gautraud, Carville Ave.; Miller, Peacock Farms Rd.; and Gryboski, Peacock Farm Rd.• Mr. Comp- ton explained the general plan of the applicant for development of the area and the drainage problems including the change to be made in depth of the brook. Mr. Cooper raised a question in regard to the drainage problems caused by the brook, which was answered by Mr. Compton. Mr. Gautraud raised a question as to the rights of the public in connection with the application which was answered by Mr. Adams. None of the neighbors wished•to be re- corded either in favor of or against the approval of the application. A bond was filed on behalf of the corporation. Leeland Construction Company Definitive plan dated July 7, 1954 filed, together with application on Form. C for development of the extension of Diana Lane. Application ac- cepted. Hearing set for July 26th at 8:15 p.m. Colonial Development Corp. Definitive plan dated February 251 19511 presented, together with application on Form C for further development of Colonial Acres. Applica- tion taken subject to further check and later accepted. Present:-Gennaro Capaldi, president; Fred A.Joyce, Designer; and Dr.J. Salusti. Hearing set for July 26th at 8:30 p.m. Kelley Plan dated July 26, 1954 filed by Prince Arthur Newell, together with application on form A signed by Mrs. Agnes T. Kelley. The plan showed lot 30 having a frontage of only 78.201 on the east.side of Maple St. Mr. Newell stated that this lot was not to,be used as a house lot except by add- ing additional land to obtain the required frontage under the current zoning law. It was voted to endorse the plan "Lexington Planning Board Approval under Subdivision Control Law not required" but to add a note to the plan to the effect that lot 30 does not contain the frontage required under the Lex- ington zoning law. ' Laconia Street Mr. Stevens stated that he had received an inquiry as to whether the l � unused portion of the Laconia St. entrance from Woburn Ste could be discon- tinued in view of there being a new entrance in use from Lowell St. Mr. Stevens asked whether any members of the Planning Board had any objection to such discontinuance. No objections were presented. Rowley Case Mr* Stevens reported that he was endeavoring to find out more about the recent Superior Court case involving the question of whether'a road entire- ly within the confines of a private estate was a way within the meaning of the subdivision control law. At the present time he does not se8 how any data' which might be furnished by the Lexington Planning Board for consideration in connection with the appeal of the Rowley case could.be u§ed. Cahill Land - East St. Mr. Shaw, representing Fred Joyce, Designer, inquired about drainage plans for the East St. project. Mr..Burns made the report attached hereto and Mr. Shaw was given permission to make -a copy thereof. Battle Breen Village Mrs. Ross filed preliminary plan dated July 101, 1954 with application on Form Be Mr, Davis Mr. Davis appeared as an applicant for the Lexington Planning Board position of Planning Dirdetor. He stated that he was now a private practi- tioner in city plannibg with 30 years planning experience; that he bad a degree in landscape architectural planning from the University of Illinois and an MCP from Harvard; that he had worked with Arthur Comey, Philip Nichols, and other top men in the planning field. He proposed that he be employed on a part-time basis, that is, four days and one evening per week. Proposed salary for this work would be at the rate of $25 per day and $20 per evening, making a total of $120 per week. This would be exclusive of any charges for any consultant services. Mr. Davis was informed that the Board had already employed MrAl Benjaiai as a planning consultant to work with the Planning Director. .Yr, Davis, in view of his being planning consultant, also inquired as to what the relations would be between the pikining director and the con- sultant and was informed that in his case, if employed, they would be expected to work together, whereas if a person with less experience was employed, the employee would be under the supervision of the consultant. Mr. Davis was re- quested to submit a statement of his qualifications to the Board. Applications for Employment Letters were received from Mr. Hayward and Mr. Snow requesting applica- tions be -sent to them. . A letter was received fromn Mr. Bryant of Fairfield, Ct, notifying the Board that he did not desire to seek the position_as Planning Director. B311e The following bills were presented for payment by the Secretary: Adams Press, Inc., Peacock Farms hearing, $3.75; Allen Benjamin, services for attendance at June 21st meeting, $35.00..
