PLANNING BOARD MEETING
Monday, March 29, 1954
Present: Adams, Grindle, Hathaway, Irwin, Jaquith, Ripley.
Meeting opened at 7:45 o'clock.
Bill
Bill presented by Louise M. Baker, secretarial services March 1,
$, 23, 29 ® $5.00 - $20.00. Unanimously voted the bill be paid.
Friel
Mr. Friel brought in caaTleted forms C and D and plan for defini-
tive approval of Dianne Estates - Liberty avenue on northwesterly side of
Revere St., by Miller & Nylander, dated March 15, 1954,- Some discussion as
to confusion which might result in name'of %iberty Ave." but nothing
definite decided. Mr. Ripley moved, Mr. Grindle seconded that date for pub-
lic hearing be set for Monday, April 12th. So voted.
Kelly
Mr. Burnham Kelly in for discussion with Board re hiring of con-
sultant and permanent employee. Both he and Roland Greeley agreed that Allen
Benjamin would be an excellent choice for Consultant. Mr. Kelly suggested
that the Board might start out by appointing a Citizens Planning Committee
which might consist of representatives from League -of Women Voters, town
meeting members, and any other interested citizens, which might act as a
sounding board. This committee might hold meetings where they could argue
without bothering the Planning Board and where the Board could find out how
its ideas would be accepted by the public. Such a committee should not be-
come a fetter but should work under the direction"of the Planning Board.
This has worked in other towns. New Canaan., Conn, was one mentioned. This
committee might be a group of 12-15 people in which not more than 3-4 would
be planners, or not more than 2-3 real estate men. This would be a continu-
ing group which would not have to be told each time; which could listen to
people, to complaints, etc.
A permanent man should take as much routine work as possible. Since
the town is growing so rapidly the Board should not have to devote time to
routine matters. Mr. Kelly felt that a man should be a planner with engineer-
ing experience rather than an engineer with planning experience since we al-
ready have an efficient engineering department and a planner would know better
what problems needed the services of the consultant. However, if a good man
is available the thing is to get him no matter what his training. The de-
mand for such men is much greater than the supply and competition is tough.
Should be able to get an experienced planner for $4000-4500 a year. A good
young man should stay 3-4 years and when he is ready to leave he will have
set ikp good procedure for his successor.
Ridge Construction Co.
Mr. Zintz and Mrs. Garoyan appeared for Ridge Construction Co.
Stated layout had been approved -under original set-up and they were neer ready I to go ahead and wished approval, The Board to send plans and agreement to
Mr. Stevens for his check.
Norman May
Mr. Norman May presented Form A with plan of Lexington Construction
Co., lots on Hill st. bounded by Arthur C, & Florence Ruge, land formerly of
Sherman Hardy., -and land of Lexington Construction Co.; plan of Miller & Nylander,
dated March 26, 1954,
Also Form A and plan of Arthur C. & Florence Ruge, lots 3 and 4 on
Hill St., bounded by land of Arthur C. & Florence Ruge and land of George D.
Harrington; plan of Miller & Nylander dated March 25,1954. Both these plans
were signed as not requiring approval by the Board since no streets were in-
volved.
DeVries Construction Co., Inc.
Since a letter of approval had been received by the Board of Health,
it was moved by Mr. Hathaway, seconded by Mr.�Irwin and unanimously voted that
the definitive plan for Section I,' Sun Valley, submitted by DeVries Construc-
tion Co., Inc. on March 8, 1954 be approved.
On motion of Mr. Ripley, seconded by Mr. Grindle, it was unanimously '
voted that Mr. Burns be authorized to purchase a 4 -drawer steel cabinet for
use of the Planning Board.
