HomeMy WebLinkAbout1954-01-25 11111/11 PLANNING BOARD MEETING Monday, Jan.25, 195) Present: Adams, Grindle, Hathaway, Irwin, Potter, Ripley - Stevens Meeting opened at 7:45. Mr. Robert Carrig was in and took plans of Blanchard Road. Kelly Amendment Mr. Burnham Kelly and Mr. Roland Greeley were in for informal discussion of a proposed amendment which would provide variation of lot sizes over a large area provided the lots averaged up to the required area in that particular portion. These variations would have to be approved by both the Planning Board and the Board of Appeals at their discretion in the belief that it would be for the welfare of the town as well as the sub- divider. This plan has not operated in Massachusetts as yet but has worked in enough places to be deemed practical, especially for a town such as Lex- ington which has many large swampy and rocky areas. This plan would have to be worked out carefully by town counsel as to legal procedure to be sure that an approved plan was carried through to completion. A subdivider who sells lots only would not need to go through this procedure, nor would it be of advantage to developer; anyone who wished to create design in layout would be the one affected. I`r. Kelly also expressed the opinion that he felt it was mot desirable when hiring an assistant to have one with plan- ning experience. There is already a town engineer and subdividers usually employ the services of engineers in laying out their plans. Zoning Petition Dr. William Barnes and Mr. Brodhurst appeared with more signa- tures for petition to be presented at town meeting as outlined in Planning Board record for January 18th. Mr. Potter moved, Mr. Irwin seconded, that date for public hearing caipetition as presented by John T. Blackwell and others be set for Monday, February 15th and that it be advertised January 28 and Feb. 4. So voted. Barnes hr. and Mrs. George L. Barnes and Mr. Nylander presented for tentative approval plans for subdivision of property on Massachusetts ave- nue between Summit avenue and Jean road comprised of 19 lots, plan of Miller and Nylander dated January 19, 1954. Plans taken under advisement. Tweedy Ir. James K. Tweedy of Colony road appeared with pla$ for signa- 1 III ture of Board as not requiring approval. This showed small portion of lot which he wished to sell to abutter. This plan was signed by the Board. 211.4 Q Stevens A• , I.cConchie. hr. Stevens advised the Board not to approve Mr. IlcConchie's plan on North street until completed subdivision plan was brought in. Until such time the Board is not in position to express an opinion. Burlington St. The change in zoning has thrown this plan out. Friel. Er. Friel receive$ building permit for one lot and cannot subdivide except by Board of Appeals. Board was advised to object since they wish to obtain option for new road on this lot. The Board has authority to get option and should go ahead and get it now. Philemon St. Advised not to sign plan on Philemon street as there is no street involved in Le:dngton and is therefore riot under the Board's jurisdiction. Yeoman. Mr. Yeoman has first to acquire land, then it is a matter for Board of Appeals. Sarnow Iir. Frank Sarnow Jr. presented plan for signature of the Board as not requiring approval.
