PLANNING BOARD-MEETING
Monday, Jan. 18, 1954
Present: Adams, Grindle, Hathaway, Irwin, Potter, Ripley - Burns, Stevens.
Meeting opened at 7:45 o'clock.
Bill
Bill presented by Mr. John Lichtenberg, bringing-population map
to date, $52.20. Unanimously voted the bill be paid.
Barnes
Mr. and Mrs. George L. Barnes of 2318 Mass. ave. appeared for in-
formal discussion re: a plan for subdivision which they had in mind. Mr.
Adams explained the regular procedure for subdivision. Mr. Barnes wished
to know if it would be necessary to develop an area quickly or if it
could be done slowly. Was told that as long as the work was done accord-
ing to specifications the time was not important.
Lexington Construction Co.
A letter from Mr. Stevens was read re: Lexington Construction Co.
in which the position of both lawyers involved was stated. It was Mr.
Stevens' opinion that the Board should not be influenced by this situation
as it was for the lawyers to settle, but to give tentative approval to the
plan if it so desires. Newgent would be liable for damage, not the town.
Mr. Hathaway moved, I . Potter seconded, that tentative approval be given
providing 1. The road be finished to the end of Diana Lane as laid out;
2. Woodbury road be finished to Massachusetts avenue; and 3. That balance
of profile from Mass. ave. to Station .0 on Road "A" be submitted showing
proper grades. Unanimously voted.
Letter read from Mr. Newgent requesting time for finishing corner
bounds on Patterson road be extended until spring. Mr. Grindle moved, Mr.
Potter seconded, that the time for finished stone corner bounds on Patter-
son road be suspended from January 1st to April 1st, but they must be in
at that time. So voted.
Yeomans
Mr. Frank Yeomans of Bedford appeared for advice re; a large lot
of land off Columbus street with insufficient street frontage on which he
wished to build. This plan left for further study.
Philemon St.
Plan left for signature of Board as not requiring approval of lot
on Philemon street, a small portion of which is in Lexington with the re-
mainder in Arlington. This was left for further information as to who
brought in the plan and as to the attitude of the Town of Arlington.
Selectmen
At 9:30 the entire Board adjourned to a general meeting with the

Board of Selectmen. Two items were discussed: 1. thefequest for an
appropriation of $10,000 to hire an expert consultant/Tor 1954. The chair-
man explained that following conversation with planning consultants it
seemed wise to employ direct by the town one man, preferably one with a
knowledge of planning and experience as a civil engineer at a salary of
somewhere between $5,000 - $6,000. In addition an expert consultant would
be employed on a time basis when necessary. This figure might run between
$3,000 - $4,000. Following discussion on the matter it was agreed by both
Boards to request $7,500 this year, as it was quite apparent that this new
procedure could not start before April 1st at the earliest. The Planning
Board pointed out that this new policy would be not only for this year but
for several years at least until the growth and the planning problems of the
town decreased in intensity.
The other problem discussed was the construction of the new roads
proposed by the Planning Board last year. This includes a road from West-
view street to Wood street, extension of Eldred to Grove and the main by-
pass highway from Bedford st. to Mass. ave. to Waltham st. to Marrett rd.
and thence to Route 2 at Pleasant st.; also Johnson road running from the
Winchester line to Maple st. It was pointed out that at the last annual
town meeting in March 1953 these roads were explained and a sum appro-
priated for getting options. However it is apparent at this point that
before any options can be secured there must be some assurance that con-
' struction will begin. After lengthy discussion it was agreed by both
Boards that it be proposed at this town meeting that the drainage of the
brook crossing Bedford st. at the fire station would be undertaken fret the
railroad track to a point 11001 westerly of Bedford st. on the proposed new
layout and that the road itself would be constructed for a depth of 11001
with a possible roughing-out of the rest of the road to Massachusetts ave.

of all the road and the cost would be stated as closely as it could be es-
timated. Johnson road is being taken care of by joint action of the two
towns, Lexington and Winchester. Westview-Wood street is held up until the
government determines what is to be done, and Eldred st. is being held up
until egress on Grove st. is secured.
Following this meeting Mr. Adams and Mr. Hathaway met with the
Appropriation Committee and explained fully the two problems discussed
with the Selectmen.
