PLANNING BOARD MEETING
Monday, Nov.23, 1953
Present: Adams, Grindle, Hathaway, Irwin, Potter, Ripley - Stevens
Meeting opened at 7:45 o'clock.
Bill
Bill presented by Louise M. Baker, secretarial service Nov. 2,
9, 16, 17, 23 Q $5 each, $25.00. Unanimously voted the bill be paid.
Hearing - Carrig
Public hearing held at 8 o'clock on application for approval
as a subdivision, property of James -A. Carrig known as Minute Man High-
lands, Section 4. westerly of Pleasant st. and north of Cambridge -Concord
Highway, 82 lots. James and Robert Carrig and Mr. Nylander appeared for
petitioner. The question was asked if the same deed restriction of no
entrance on Highway applied to this section also, and Mr. Carrig replied
that it did. No objectors appeared. Also presented plan for parcel of
land south of Cambridge -Concord Highway, westerly of Watertown st. No
objections. Plans taken under advisement.
Ampolo
Mr. Norman May presented plan of Ampolo for approval. This plan
had previously been approved subject to approval by Board of Health, which
was the wrong procedure. A letter of approval has now been received from
the Board of Health and it was moved by Mr. Potter, seconded by Mr. Hatha-
way, that the subdivision application "Ampolo Road" be approved following
approval by Board of Health dated Nov. 23. So voted.
Stevens
It% Stevens explained the procedure now of getting approval from
Board of Health and Engineer on subdivisions, then approving, filing certifi-
cate of action with town clerk and after 20 days endorsing the plan. Also
explained the zoning laws -become effective at date of adoption by town m dt-
ing. Zoning does not become fully effective until approved by Attorney
General but then relates back. Land already zoned not affected.
McLaughlin
Plan submitted by Charles McLaughlin showing right of way which
he wished approved. Mr. Potter moved, Mr. Hathaway seconded that the
plan in the opinion of the Planning Board submitted by Charles NeLaughlin
of a right of way on a piece of land formerly of the Robinson Realty Trust,
requires approval under the subdivision act. So voted.
Hearing -Universal
Public hearing held at 8:20 on the petition of Universal Builders,
Inc. for approval of application for subdivision on Flintlock Ridge, Section
3, with frontage on Red Coat Lane and Flintlock Road. Mr. Ducharme, Mr.
Platin, and Mr. Nylander appeared for petitioner. Mr. and Mrs. Porter of
45 Burlington street appeared with questions, but had no objections. No others
appeared. Plans taken under advisement.
Signatures
The following plans were signed by the Planning Board under the new
code of approval not required:
Grove St., 3 lots, bounded by Thomas Wright & Carehia
Coward, North street, 1 lot.
Potter, Land Ct. 15980, Grove st., 9 lots
Concord ave., 7 lots.
Schumacher., Wood st., 4 lots
Coward, Lowell st., 2 lots
Diana Lane, Hodgdon, 1 lot
DeVries
Mr. DeVries appeared for answer on his development, which is still
not settled. Formally requested that the plan be filed with Town Clerk for
20 days period in the event the answer is favorable.
Sullivan
Nm. Sullivan, Mr. Bullock and Mr. Joyce appeared with plan of land
in Lexington bounded by Moreland ave. on south, ,Allen st. on west, Clematis
road on north, and land of Meek and Tower heirs on east, 79 lots. Plans
left until after town meeting.
Amendment
Letter read from Chamber of Commerce that they wished to go on
record as being opposed to the proposed amendment.
Mr. Potter stated that he did not wish to hand in a minority report.
The following points were deemed advisable to iOcoiporate in re-
port for town meeting:
1. Registered lots inside or outside the green line are still
buildable.
2. Openness as against manufacturing.
3. Restrictions - could either make more strict or relieve.
4. Not trying -to stifle development, but Board feels there would
be finer and more orderly type of development on larger lots and give town
a chance to feel its way and consider eventual growth with help of expert.

5. There would be almost as many small lots left as there are
already built in town.

6. Wish to know future maximmm population.
7. Whether open Lexington or town like Somerville and Arlington.
