HomeMy WebLinkAbout1953-10-02PLANNING BOARD MEETIN G Monday, Oct. 2, 1953 Present. Adams, Grindle, Hathaway, Irwin, Potter, Ripley - Burns, Stevens, Benjamin. Meeting opened at 7:45 o'clock. Bill Bill presented by Adams Press, publishing hearing on zoning amend- ment October 29, Nov. 4th, $80.63. Unanimously voted the bill be paid, Mr. Adams not voting. Carrig Petitions presented for date for public hearing on Section 4, Min- ute Man Highlands, Pleasant at. and Cambridge -Concord Highway and land on Watertown at. and -Cambridge -Concord Highway. Date for hearing set for Monday, November 23rd, Mr. Carrig to be notified that the plans can be approved but cannot be signed until after a lapse of 20 days. Universal Petition from Universal Construction Co. for date for public hear- ing on Section 3, Flintlock and Redcoat Lanes. Date for hearing set for Monday, Nov. 23, same notification as above being made, also that if the new law were passed in the meantime it would immediately take effect. Lidberg Mr. Chester Lidberg of 20 Adams at., Mr. J. W. Connolly of Natick, Mr. Joseph Campanelli of Brockton, Mr. Bradford Saivitz of Quincy, and Mr. Adams of Arlington appeared for informal discussion on proposed plan for subdivision of property of Mr. Lidberg between Adams and Burlington sts. The.Board was asked if the new law were passed if it would go into effect even tho the plans had been started under the old law. Were answered yes, the law goes into effect as soon as voted. This plan was left for discus- sion with Mr. Burns. Colonial Acres Mr. Jerry Cepaldi and Mr. Frank Capaldi of 2 Arden Rd.$ Watertown, and Mr. Fred Joyce present for informal discussion of former land of Ryder, including Sherburne, Foster, Dane, Kendall and Marion roads and Liberty Drive. Would like to run sewer down Kendall road serving both sides, but use other means of sewage disposal on.rest of property. Plan left for dis- cussion. Pleasant Associates ' Mr. DeVries, new owner of Pleasant Associates, appeared for informa- tion on present status of plan. Hearing was held on March 31, 1952 at which time plans were approved subject to proper drainage solution. It was not Itiy�9 CC known if this requirement had been fulfilled. Plan left for further dis- cussion, Mr. De4ries to come in again the following Monday. In this connec- tion the Board felt that some rule should be made as to how long an approval should hold without anything further being done on the part of the petitioner. A definite time limit should be set after which a hearing must again be held. Approvals Mr. Stevens informed the Board that plans should not be approved until all other requirements had been fulfilled, such as approval. by Board of Health and Town Engineer. Allen Benjamin Mr. Benjamin was present for consultation. He was very much pleased with the new Plan "B" and had no suggestions for change. When asked how it compared with other towns, he stated that at least 30-40 towns have two or more districts, and that this could be compared with those. One answer to objectors would be that the new law would be for the general public good - that it is wise to fit density to the size of the streets and Burlington and Adams streets are inadequate for large increase. It was agreed that the Board will need expert advice, particularly on business areas, playgrounds, etc. The lot size is the most important factor in determining future growth. It was the feeling that a projected overall plan should be set up showing data such as existing registered lots in the new area, number of lots on undeveloped land on the inside cir- cle, number of lots in land under Paragraph A, sub -paragraph (la) under the ' old and new plans indicating the number of schools, playgrounds, and other facilities that would be needed under both the old and new plans, as in- formation for town meeting. Mr. Benjamin stressed the importance of having a set of rules and regulations under the new law so that the Board will know where they stand. Also suggested a budgetary allowance for the drafting of these, and for study of industrial needs, future public build- ings, parking, etc. Stated that the State Planning Board could probably be of assistance. It was moved by Mr. Hathaway, seconded by Mr. Grindle, that Mr. Benjamin be authorized to spend up to four hours in preparation of figures for town meeting in conjunction with a town employee. Unanimously voted. A tentative date for Mr. Benjamin to meet next with the Board was set for Monday, December 14th. Diana Lane Plan of Diana Lane presented by Milton Hodgdon for release by the Board. This plan was not signed by advice of Mr. Stevens there being a question of it not conforming to the requirements because of insufficient frontage on one of the lots. Robinson Hill On plans of Robinson Hill presented for tentative approval on Oct. ' 26th, Mr. Burns presented a list of fifteen points which did not conform to the requirements.
