Present: Grindle, Hathaway, Irwin, Potter, Ripley
Meeting opened at 7:45 o'clock. In the absence of Mr. Adams it
Was moved by Mr. Potter, seconded by Mr. Irwin that Mr. Hathaway act as
chairman. So voted.
Minute Man Highlands
Mr. James Carrig, Mr. Robert Carrig and Mr. Nylander appeared
with plans and profiles of Section 4, Minute Man Highlands, Miller & Ny-
lander dated 9 21/53, for which they wished tentative approval. Some
discussion as to 70' street which Mr. Carrig was willing to comply with
but had not as yet worked out. Plans were tentatively approved subject
to approval by Town Engineer and Board of Health and subject to "A"
street being 701 as shown on plan.
Mr. Carrig also presented plan for informal approval on land at
corner of Concord Turnpike and Watertown street. This plan was taken
under advisement.
Mr. Benjamin
Mr. S. Albin Benjamin of Wayland, consultant on town planning, was
present for discussion on future planning. When asked if streets could
' be used as zone boundaries as tentatively shown on our map, he said yes,
sometimes used, and sometimes natural boundaries and lot lines used, and
altho he preferred the latter there was nothing wrong with the former. He
stated that in 50% of towns in Mass. a single owner may be required to
combine several small lots to conform with zoning laws altho this has not
as yet been tested. He did not wholly favor excluding the 2001 on accept-
ed streets, first because it could lead to complaints of unfairness; and
second, because it would encourage scattered growth which is the most ex-
pensive kind of growth. If whole areas are zoned alike then those already
recorded in smaller lots will simply be non -conforming. To have smaller
lots along all streets will encourage building along those streets leaving
the backland unused, and this means more school bus service, fire and
other town services, which it would be better to concentrate in one cen-
tral area. When asked how large lots could be made and still keep them
financially O.K. for Town, answered that he did not know the breaking
point - most residences do not pay their own way - most manufacturing does.
Advised considering three zones and that 10,000 ft. not require sewer.
With regard to Planner, advised having one to sit in and work right along
with the Board - package jobs very often are just put aside. Advised con-
sidering the town's maximum development, spotting schools, major streets,
etc. now and working backward from there. Also suggested joint meetings
with other town Boards occasionally to coordinate planning.

It was voted to authorize the secretary to purchase 500 stamped
envelopes with return address.
