Present: Adams, Hathaway, Irwin, Johnson, Ripley, Burns.
A special meeting of the Planning Board was held on Thursday, April
3. Meeting opened at 7:45 p.m.
Mr. Joseph F. Kelly of 344 Lowell street appeared at this time with
definite information on critical defense areas. Mr. Kelly had with him a
program for defense housing on which applications may be made by various con-
tractors, starting Monday, April 7. This period of application extends for
15 days. The program is as follows:

1 -bedroom units, 50 are planned of which 20 must rent for $55 and
the remainder for not over $65.
2 -bedroom units, 190, of which 70 must not exceed $65 per month
and the remainder $75. Seventy 2 -bedroom units are at a
price not exceeding 09500 and are for sale.
3 -bedroom units, 60 are planned of which 10 must rent for not more
than $75 and the remainder at $85. Thirty 3 -bedroom units
are to be built for sale for $10,500.
Dar. Kelly pointed out that the zoning restrictions in the critical
area, which is comprised of Bedford, Billerica, Burlington, Carlisle, Con-
' cord, Lexington, Lincoln, Woburn, and Waltham, make the land cost so high
that only $6000 to $7000 is left for construction of houses. He therefore
does not believe that private industry can take care of the allocated needs
as outlined. Furthermore, be believes that these 400 units requested are a
minimum and that they will be doubled by August. If the financial limits are
not raised so that private capital can do the work he is almost certain that
public housing will come into the area. It is most likely to go where there
are adequate schools, water, sewer, and shopping facilities.
The Board discussed at some length the situation and felt that a
letter from the Planning Board should be sent to the office of the Adminis-
trator, Housing and Home Finance Agency, Washington, D.C., Attn. Mr. John
Dobbs, Asst. Administrator, requesting that the financial limits (H.H.F.A.)
be raised. It was also decided to hold a joint meeting of the Planning
Boards of Bedford, Lexington, Concord, and Lincoln on Tuesday evening, April
8, to see what general action can do in alleviating the situation.
Lexinston Construction Co.
The Board voted to confirm the advertising for Lexington Construction
Co. of a portion of Patterson Road so that a public hearing might be held on
April 11,.
