The purpose of the meeting was principally to discuss Articles 52, 53, 54, 55, 56 and 57 of the !arrant. SmRt7 Lots Article No discussion on this article as the Board had already decided on indefinite postponement. Article on Change of lords on Names of Abutters br.Iynch said this could be altered to provide for names of abutters taken from the latest tax list. It was, however, decided that if Article 52 were passed there would be no point in this article as the Planning Board could on its own authority issue regulations in its own wording. Therefore it was decided to indefinitely postpone it. Article on Set-backs **Lynch said the wording could be changed so as to provide that a house would not have to be set back by reason of being repaired or re- modeled. However, he said the article could not be changed to alter the corner lot provisions as the Board wanted as this would be a change in substance. Mr.Houdlette stated, in reference to the last paragraph of the exist- ing by-law, that there are building lines on Massachusetts Avenue. Mr.Richards pointed out that there were other weaknesses in the by- law as it stood even before the proposed revision. It was agreed, therefore, to ask for indefinite postponement. Article 5? Mr.Iynch pointed out that under Section 81 U of Chapter 340, the new powers mentioned in the Act would be exercised by the Board of Survey if 81a is not accepted. In other words the Article does hot create any new powers over subdivisions, etc. that are not already held by some board in the town. Article 52 merely provides that the Planning Board and not the Board of Survey shall exercise these powers already created and made manda- tory by Chapter 340. Parking Meter Bfr.Houdlette submitted material on parking meters and is prepared to discuss the problem if necessary'. w Procedure Under New Law It was agreed that the Board should take steps as soon as I possible to set up the machinery (forms, procedural processes, etc.) necessary to operate under the new law.
