HomeMy WebLinkAbout1941-03-03PLANNING BOARD MEETING March 3, 1941 A regular meeting of the Planning Board was held at 7:38 P.M. on Monday, March 3rd, in the Town Office Building. All members were present. The minutes of the previous meeting were approved with cor- rection as noted. Payment of bill has been made in the amount of $4.79. This covers cost of blueprinting 12 sets of income data, to be dis- Bills tributed to the Appropriation Committee, Mr. Kimball reported a communication from Mr. Gorham Dana, Long Chairman of the Planning Board of the Town of Brookline' and Range transmitting their preliminary report on 1png-range planning. Planning Mr. Kimball reported a communication from Mr. Swaim, Master Chairman of the Concord Planning Board, stating that their Plan committee desires to meet jointly with Lexington in the near future as previously agreed. The Clerk was instructed to make arrangements for this meeting on the subject of the Master Plan. The Clerk was instructed to communicate with the Appro- priation Committee to confirm the date for the joint meeting, tentatively set for March 20th, Mr. Nickerson reported that he had written to Mr. Charles E. Ferguson and representatives from neighboring towns, ex- pressing the Board's sentiments in regard to the proposed Concord airport. Mr. Ellis presented, for the Board's study, a series of graphs based upon the income and expenditures data of the long range planning program.. These consisted of a cumulative chart of town revenues, a cumulative chart of town disbursements (1935-1939 period) and a partially completed debt graph (1914 to present). Mr. Greeley offered the following topics for discussion, considering them as possible projects for Planning Board study or backing. 1. Demolition, Repairs, Painting (Spring clean-up campaign in the town, to be carried out by the Chamber of Commerce, Scouts, and the local paper. 2. Town Medical Center (possibility of pooled resources, as practiced in some communities, with advantages.) 3. Nurses' Training (fundamental training for girls, through the Public Health, as desirable in peace -time and invalua- ble as part of the defense program. 4. Purchase of Great Meadows (in anticipation by the town, of Middlesex turnpike, and possible over -night speculative purchases and developments.) Long Range Planning I Airport Graphs New Projects 5. Purchase of Tophet Swamp (in anticipation of the new ' Route #128, and as above,) General discussion followed on the merits or objections to the above topics. Mr. Brooks and Mr. Caouette appeared before.the Board with their revised, and final, layout of Follen Hill Estates, Follen in which was incorporated the suggestions of the Board. This Hill was found satisfactory in every respect. Mr. Brooks was re - Estates quested, after he appears before the Board of Survey, to sub- mit a copy of the subdivision to the Planning Board for its files. Discussion again centered on the Great Meadows, and noted that in 1934 this Board consulted with the Arlington Planning Great Board and is on record that Arlington looked favorably on Meadows the transfer of this land to Lexington for park purposes. It was voted to write the Arlington Board to this effect, also stating that this board finds no record of any definite action by Arlington, and that we inquire as to what Arling- ton's present attitude may be and whether the town has any plans for the use of this swampy area. Before adjourning, at 9;30 P.M., a vote of thanks was extended to Mr. Ferguson, retiring member of the Board, for his services during his term. , The Board will meet on Monday evening, March 24, at 7:30 P.
