Kimball 1942 As of March 31, 1941. PLANNING BOARD MEETING January B, 1941 A meeting of the Planning Board was held on Wednesday, Jan. B, at 7:45 P. M. in the Engineers Office. Messrs Greeley, Kimball, Ellis and Worthen were present. Mr. Caouette, of Lexington, and Mr. Everett M. Brooks C.E., of Newtonville, appeared before the Board to discuss a pro- posed subdivision of the Tower property, known as the Follen Tower Hill Estates (Lockwood Tower, et al.) with changes from the Develop - original layout approved by the Board of Survey in 1937. This ment land, through which Follen Road passes from Marrett;Road to- ward the Avenue, has been laid out into well over 100 lots averaging about 16,000 sq. ft. A maximum grade of 10% is encountered in two places on proposed streets. The Board in reviewing and discussing the layouts, made the following criti- cisms and suggestions: 1. Easier, flowing curves for some parts of the roads. 2. Angles of intersection of roads, and four corner cross-roads. 3. Steep grade where one road meets another. 4.Lots laid out in low land: no possibility of natural drainage without pumping. Possibility of septic tanks and filter beds ' in some parts. 5. Question of large,desirable, inside lots, with private access, for "estates". Cannot probably be approved. 6. No land or open spaces set aside for recreation; reser- vations dedicated to public use. This vital to a develop- ment that will form a large settlement, or neighborhood, in the future. Discussion centered around open spaces and Mr. Brooks rehearsed legal difficulties when areas were reserved for specific uses, such as for a park or school housesite, and the town refused, at a later date, to accept the property. It was agreed, however, that an area could be designated as "Not approved for development" without involving a lein on the particular parcel, and that its use could be opened at any time. A parcel of approximately 21F acres was agreed upon and will be so shown. A revised, working draft of the entire area incorporating the suggestions regarding street alignment, undeveloped areas, and approach streets will be re -submitted for final approval, Board of Survey action is to be requested for the central part only. ' Mr. Greeley reported conversation with a member of the Bedford Planning Board, regarding a hearing on the proposed Airport airport. Such a field would be used for commercial purposes; the project is not supported by the Army, and is opposed by Bedford and Concord. It was voted to have the Lexington Planning Board recorded at the hearing as supporting the Bedford opposition. , Mr. Caouette appeared before the Board and described Limited briefly a proposal for a Limited Apartment Zone in the center Apartment of the old "Castle" property, with a'surrounding residentfil Zone development, asking what the Board's reaction.would be to such a scheme. The subject will be discussed at the next meeting. Parking Letters of transmittal for the Parking Study were prepared Study for transit to the Chamber of Commerce and Massachusetts Highway Department. Middlesex A'letter has been received from the Board of Selectmen, Turnpike requesting the Planning Board to arrange for a public hearing on the Middlesex Turnpike outlet. A date will besetin the near future. Mr. Newhall will meet with the Board at its next meeting Budget to present his results on the Budget Study. Annual Mr.. Greeley presented a draft of the Annual Report, which, Report owing to the lateness of the hours, will be considered at the next meeting. The meetiOg adjourned at 10;05 P. M.
