' October 28, 1940
A meeting of the Planning Board was held on Monday
evening, October 28th, at 7;30 P. M. in the Town Office
Building.
All members were present, and the minutes of the
previous meeting were approved.
,On the subject of traffic and parking, Mr. Paxton
was received and reported progress. Mr. Kimball spoke
on traffic count procedure, and it was moved and so
voted, that the Board appropriate the sum of not over
ten (10) dollars, this amount to be used for mimeographing
the necessary forms and summary sheets And a certain
amount of tabulating labor.
The possibility of a parking area being developed
to the rear of the business blocks, from the Edison
Station to the Depot, was discussed. This would be open
at both ends. It was felt that the opinions of Messrs.
Rubin and Seligman, O'Connell, Hunt, and Viano should be
sought, to see what arrangements might be made for a
joint parking area.
' Mr. Greeley agreed to answer a letter from Mr. J. Co
Hutchinson, of the Associate Committee, stating that the
Board would like to see the Scouts follow up a project
of locating and listing untenantable houses.
The greater part of the meeting was devoted to a
discussion of the Budget program. The Winchester town
reports were compared as to method of accounting and
presentation with our tabulations and those of the Town
Accountant. It was moved that ten (10) dollars additional
be appropriated toward further work for the Board. This
would be to check our tabulations against the Appropria-
tion Committee reports to investigate items that do not
explain themselves clearly. So Voted, Mr. Greeley to
speak to Mr. Rudd,
Mr. Kimball reported that Miss Corcoran will assume
the duties of stenographer for the Board.
The next meeting will be held Monday, November 18th,
at 7:30 P. M.
The meeting adjourned at 9;15 P. M.
' Respectfully submitted,
