HomeMy WebLinkAbout1940-02-05 PLANNING BOARD MEETING FEBRUARY 5, 1940. A meeting of the Planning Board was held on Monday, Feb. 5th, at 7:30 P.M. at the Town Office Building. All members were present. The minutes of the previous meeting were accepted, Correction with the following change : that to the figure of $12,138. in for taking of land by eminent drain of property for parking previous area under consideration, should be added 30% to give the record probable true cost of acquisition. A petition (Form A) was presented to the Board, dated Jan. 31, 1940, from Mr. Eugene J. Viano, President, Colonial Garage, Inc. , announcing intention of a change in the zoning Viano - law from an R.1 to an R.3 district of land on Vine Brook zone Road, as fully described as to metes and bounds on the change. petition. It was the vote of the Board that in providing Form B for signatures and certification by the Board of Assessors, that the same area be designated as set forth on the meeting of April 24, 1939 . The Clerk was instructed to turn the necessary forms over to Mr. Viano immediately, expressing the Board's willingness to cooperate with him, so that if he could obtain certification of the approval of 50% of the property valuation in the area designated, the Board could advertise on February 15th and Feb. 22nd, help him prepare an article for the Warrant, and hold the hearing on March lst. (Note : The date of the hearing has been advanced by the Board from Mar. 1 to Mar. 8, as of Feb. 6, 1940) . The Board reviewed the parking and traffic studies and maps. Mr. Greeley suggested that it might be unwise and improper to relieve traffic from Mass. Avenue by means Traffic of the proposed streets between Hancock Street and Woburn study Street and that an absolutely straight road through this residential area would create a speeding hazard. It was also suggested to reduce the width of the proposed street from Mass. Avenue to Vine Brook Road to 40 feet. Mr. Greeley made suggestions for the parking area, in which the business area was opened up, and the wide street was reduced to two roads of forty foot width, also maintaining the right of ways . Mr. Ellis has taken the maps and the Chapin report to work out a more detailed study for sub- mission to the Chamber of Commerce. Mr. Kimball presented a sketch map of the route of Middlesex the Middlesex Turnpike through Lexington, to be developed Turnpike move fully and at a larger scale. Slides - Mr. Raymond turned over to the Board a number of Vine Brook. slides shoring photographs of Vine Brook flood conditions in 1931. The Board voted to turn these slides over to the Historical Society. Mr. Kimball brought up the subject of the Cutler Cutler property, concerning the owner 's desire to have the Board's property approval on a scheme of development of land north of the Concord Turnpike and bordered by Spring Street . Mr. Kimball is to speak to Mr. Miller of the Engineer' s office in regard to this layout for the Board's examination. Nomination Nomination papers for re-election of Board Members papers were turned over to Mr. Carroll. The next meeting will be held Monday evening, Feb. 19th, at 7:30 P.M.
