' OCTOBER 233, 1939.
A meeting of the Planning Board was held at the Town
Office Building, October 23rd, 1939, at 7r30 P. M.
All members present with the exception of Mr. Kimball.
The minutest -of previous meeting were read and approved.
The matter of proceedure in subdivision of land
according to enabling act provision was re -discussed and Mr.
Greeley is to check our recommendations with those in effect
in Montclair, N. J., to see if our recommendations can be
bettered. Montclair has been operating under conditions
similar to ours for nine years.
Mr. Fellows and Mr-. Edwards of the Metropolitan Plan-
ning of the State met with the Board at 6:00 P.M. and dis-
cussed mutual problems until 9:30 P.M. They were able to
give us up-to-date information about the circumferential
highway and the Lowell Turnpike. Mr. Greeley suggested that
the Boards' opinion was that Route 128 might better be run
north of the Cambridge Reservoir and the Lowell Turnpike
to the south, rather than through the center of Lexington
Meadows. Mr. Fellows presented us with several copies of
Metropolitan Maps and concentrated statistics. The Clerk
was instructed to thank these gentlemen for their courtesies.
Mr. Gragg appeared at 9:30 P.M. to confer about a zone
change to permit light manufacturing by his concern in
approximately an acre of land on Watertown Street near the
Belmont line which he thought would necessitate a zone
change. He had a thoroughly designed plan for buying land
from the Robinson estate, building a small building with
all appearances of a house and performing his business'
which he says creates no smell, noise, or any nuisance.
After lengthy discussion the Board advised him to see first
if the Board of Appeals might not permit his use in an
R.1 zone, eliminating the necessity for a zone change.
Failing in this, to then ask the Board of Appeals if the
use would be permitted in some C.1 district which might be
satisfactory to Mr. Gragg. In the event neither request
was allowed, the Board advised Mr. Gragg to apply for a zone
change.
Next meeting, November 20, 1939.
' The meeting adjourned at 10:30 P.M.
