HomeMy WebLinkAbout1938-11-08PLALTiING BOARD MEETING I November 18, 1938 Plannin- Board Meeting was held Friday, November 18, at 8 P.M. Messrs. Greeley, Ellis, Ferguson and Nickerson were present. Minutes of the previous meeting were read and approved. Mr. Ferguson, Chairman of the Lexington Meadows Project, was advised that the bill covering this project should be Meeting submitted to the Legislature not later than December 10. In this connection, a field meeting of the Planning Board was arranged for Saturday, November 26 at 2:30 P.M., members to meet at the Town Office Building.at that time. Sign sizes were discussed. Moved and seconded that the Sign Clerk be instructed to draw up a section covering these sizes sizes and submit same to the Board for discussion. Carried unanimously. The Clerk was instructed to ask the F. 71. Dodge Co. if it would notify Mr. Longbottom when construction projects were being ,proposed in this tom . The meetinzJ adjourned at 8:30 to the Selectmen's Office where it met Mr: 71. H. Knodell of the Edison Co. and Mr. W. D. Dunn of the Telephone Co., who came to the meeting at the Planning Board's request to give the Board inform- ation regarding telephone and electric service poles, which had been, or would be installed on the Concord Turnpike. Following are the items which were discussed and the rep- resentatives' opinions concerning same: 1. The Edison Co. and the Telephone Co: use poles jointly wherever possible, in which case one company main- tains .each pole and the other company rents from it. Underground conduits are not used jointly. 2. The representatives were asked to fomulate their policy for service on the highway and it did so as follows: Underground conduits will not be used on account of the expense. Poles will be used, and the endeavor at present is to locate them on the south side, running cross wires to occasional poles'on the north side where required. At present 55 are located on the south side and 14 on the north side. Constr. projects Discussion re poles. on Concord Turnpilm 3. Average pole distances are 125 feet. The service companies have been urged to extend this limit to a so-called rural distance which allows 200 feet as a maximum distance between poles. 4. Height of poles will be a minimum of 29 feet above the ground, and average of 35 feet above the ground, this to allow for town wires 20 ft. above the ground, telephone wires 2 ft. above and Edison wires 4 ft. above the tele- phone wires. 5. Poles will be set 15feet to 18 feet back from the travelled way. Mr. Knodell and Mr. Dunn were questioned about how their companies follow the lot layouts and answered as follows: 1. When physical development of an area is actually started, the companies try to obtain easement for pole locations, preferably at the lot boundaries, and in the case of large lots at intervals of approximately 125 feet. These easements are registered at the Registry of Deeds if the property owners will allow them. 2. In case of a street being started and later closed off the companies usually give up their pole easements. 3. Streets 80 feet wide or more must be lighted from each side. Streets 60 feet or less in width may be lighted from one side. The service companiest representatives wish to convey to the Selectmen the fact -that they are desirous of cooperating in every respect so as to serve the best in- terests of the Town, but their different methods of trans- mitting power often make it seem that they are trying to serve their own selfish ends to the disadvantage of the • Town.
