HomeMy WebLinkAbout1937-09-23PLANNING BOARD MEETING September 23, 1937 'Present*:- Piessrs. Greeley, Ellis, Ferguson, Nickerson and Kimball. hr. Cosgrove part time. Consideration of layouts of the Wellington Estates as made by Barnes & Beal and as revised by Mr. Cosgrove on a topographicalmap brought out the fact that parts of the property were in such low land and in such a poor grade of soil that sewerage disposal will be a matter of considerable importance. The original subdivision took no cognizance of the proposed Circumferential Highway and appeared to give qon- siderable emphasis toward following contours for street lay- out, overlooking the resulting difficulties in building locations. Wellington Mr. Cosgrove expressed the opinion that the 'developers Estates were only immediately concerned with property along Mass. Avenue and old County Road. Ir. Greeley felt that in view of this, the Board could report to the Board of Survey as follows: - 1. The layout of old County Road is approved as shown. 2. Recommend that subdivision be attempted only where- there is suitable opportunity for sewerage disposal. 3. That the location of the Circumferential Highway is so uncertain that no subdivision be made in this part of the plan until further information can be obtained. 4. Keep this development as an active subject and make arrangements to meet with the Ross Realty Corp. and their engineers for further study. Mr. Cosgrove presented plans of the present and proposed plotting of the so-called Colonikt Heights Developmento explain- ing that suggested layout would result in increased area for over 80'1161 of the lots through the decreased number of streets and that the Town would benefit through less street mainten- ance. Practically all of the property owners have signified their agreement to this rearrangement but that the subject had been sidetracked by other matters. While the proposed Colonial lot sizes are considerably larger than those recorded, the Heights rearrangement provides for areas less than the minimum re- quired by the By -Law and special action should be taken to guarantee availability for building with minimum difficulty. The Clerk is to discuss the subject with the Town Counsel. Note:- Further consideration should be given to an attempt to replot on present requirements. Mr. Cosgrove retired and the Board reviewed and adopted ' a report on the "Mullen" amendment and allocated the votes Mullen and reports on the proposed amendments to the various members. Amendment A poll of the Board -indicated approval of the Vine Brook Committee Report and the purchase of the Barnes prop- erty at p29000, if that is presented at the Town Lleeting. ' The meeting adjourned at 10;15 P. IVI, Respectfully submitted, Clerk 1 11
