' i public neeting of the Planning Board was held in the
�lectmen's Room, Town Office Building, Lexinrrton at 8:00 P. Id.
Iressrs. Kimball, ILraetzer and Ferguson of the Planning Board
r:ere present. The Secretary, Eleanor M. Lowe, was also present.
The following persons were present at the meeting: &Ir.
Irving Currier, Boward I_unroe, I,r. John Heffernan (Currier?s
attorney), and 1.1r. & Mrs. Albert E. Olsen.
.Tvir. Kimball was elected Chairman pro -tem, and Yr. Ferguson
was elected Clerk pro -tem.
The Chairman pro -tem stated that an amendment to the Zon-
ing By -Law required fourteen days? notice in the local paper
and notice by mail to those property owners designated by the
Planning Board as being effected by the amendment. A hearing
is held before the Planning Board, which is required to report
and make its recommendation as to what action shall be taken,
before the Town Meeting. That means that any citizen may bring
in any petition for amendment, and. the Board must hear the party.
There is no tine limit in which the Board must act.
Par. Kimball said that Iar. Currier had presented a petition,
on account of which this meeting was called, and it was presented
at a time when it was expected that there i^could be a Town Yeet-
in` early in the summer. That meant fast movement by all
parties to get the petition in and to get it before the Town.
The result was, without placing the blame anywhere, that the
amendment on which this meeting was called, was not in conformity
with the context of the present zoning By -Laws. The Chairman
pro -tem said that there was nothing in the petition that was Lowell &
not legal, but there ; as doubt if it accomplished what L, r. Woburn Sts
Currier desired. He said that as far as he knew nog°r, there
v,Tould not be a Town Meeting; before the second of August, at the
earliest possible date, and it probably would not be until a
week or so later. He said that it was the feeling of the Hoard
that, unless there :;as opposition, that the Hearing on Irving
Currier's petition should be postponed until a later date.
Due notice would be given to the property oviners. He asked if
there was any objection to this procedure.
➢,ir. &Trus. Olsen stated that they would not offer any ob-
jection. Idessrs. currier, Heffernan, and Yunroe said that they
would not object.
Yir. Ferguson moved that the hearing on this petition be
postponed until August 6, 1937. Yr. Kraetzer seconded the
motion and it was so voted.
Discussion centered around the wording of the proposed.
amendment and draft cop;- prepared which appeared to be
sufficiently descriptive and consistent with similar articles
in the Tonin; Bir -Lagar. It was definitely understood that the
' Board was advising in the construction of the paragraph but
not the subject matter and was not committing itself as to sub-
sequent action.
Ic_r. Gordon Robinson appeared before the Board to discuss
informally a proposed lotting plan of his property on Hancock
Street. This was considered in connection with a tentative
layout made b, I` -r. Cosgrove of the section bounded by Hancock
Street, Revere Street anr_ the Railroad property and some
changes in alignment and increased lot sizes were suggested.
The Board advised Idx. Robinson to lay out his lots with at
least one hundred foot frontages and to the full depth of his .
property. -
The property= in this neighborhood being owned by several
different persons who are not interested in opening up their
land, it is impracticable to consider the locality in more than
a very general manner and to suggest a trend toward ir:hich lay-
outs should lead.
The meeting was adjourned at 10:15 P. M.
