PLANNING BOARD MEETING
March 9,1937
Present:- Messrs. Borden, Ferguson, Kraetzer, Nickerson and
Kimball.
The Board was organized for the ensuing year with Neil H.
Borden, Chairman and Edward W, Kimball, Clerk
Drafts of reports aril recommendations covering the amend-
ments proposed for the Bean property, the T,1 Districts and the
setback provisions were discussed and approved subject to
corrections.
Mr. Borden directed attention to the lows in effectiveness
of these reports through the often long and tedious recital of
the notice of hearing and a rehearsal of the technical amend-
ment preceeding the actual findings of the Board. He proposed
that in the future the reports be mimeographed, a copy placed
in the hands of each Town Meeting Member and that the reading
be waived unless so requested. Mr, Wrightington agrees that
this will meet the legal requirements.
Mr. Kimball agreed to the principle but felt that the
copies should be in the hands of the Town Meeting Members in
advance of the meeting to permit a careful perusal. He raised
a question of expediency in connection with the current reports
pointing out the possibility of unjust attack on the motives of
advance publicity.
Mr. Ferguson, Mr. Kraetzer and Mr. Nickerson felt that
there would be no unfavorable reaction and Mr, Ellis was re-
corded as approving the suggested change,
it was therefore voted to provide copies of the reports
to be distributed to all Town Meeting Members on Monday evening
and if the articles were not acted upon, to mail copies to the
absent members before the next meeting.
Mrs. Govan appeared before the Board in regard to the
clearing of the woodland in the neighborhood of Woodland Road
and its bearing on wild bird life. Unfortunately the relief
desired is not vested with the Planning Board and no action
could be taken.
Mr. Kimball announced his intention to develop a "present
use" map on an eight hundred scale to provide the basis for
future studies of the public utilities of the town and requested
authority (which was granted) to purchase a pair of ten inch
proportional ddividers at a cost not to exceed six dollars,
This instrument is to be placed at the disposal of the Engineer-
ing Department when desired.
Mr. Kimball reported a discussion with the Town Engineer
relative to the application of the area and frontage regulations
when a parcel of land had been lotted previous to the adoption
of the Zoning By -Law. The moot case being whether the consolida-

tions of two lots of insuffieient area which still results in Lot Area
a lot of insufficient area, constitutes relotting and pro- & ,
hibits a building permit.
Neither Mr. Wrightington or lir. Hartman know of court
discussions on the subject but both agree that itis advisable
to consider it as relotting and require Board of -Appeals Frontage
action. If it is not so considered, then no control would be
recognized and buildingscould be erected on even smaller lots
than recorded.
The meeting adjourned at 10:15 P. M.
