Mrs. Clarence Cutler, Mr. and Mrs. Snow appeared before the Board to discuss the feasibility of further action toward ob- taining the necessary changes to permit the operation of an automobile filling station on her property located on the southerly side of'the Concord Highway and west of the Waltham Street over- pass. Air. Borden explained the grounds on which the Board based its oast reports and action regarding business adjacent to this highway and expressed grave doubts of the financial success of any additional filling stations. He pointed out the hopes of the Board that the property on this highway be developed along lines that will provide substantial and profitable residential sections, such as the one now growing up in the southerly edge of Lincoln. Mrs. Cutler is opposed to opening up hAr land, does not intend to operate a filling station and feels that such oil company as leases her property would have to face questions of successful operation. It developed that there are no direct bidders for stations and it was suggested. that Mrs. Cutler at least attempt to obtain definite proposals before proceeding further. It was pointed out that the present attitude of the Town appears to"be"definitely opposed to granting further business areas in this section. The following report was transmitted to Mr. T. A. Custance: The Board has again given consideration to a proposed thoroughfare, starting on Waltham Street opposite to or in the vicinity of Vine Brook Road and extending through to Muzzey Street and perhaps to Clarke Street. It is recognized that the areas west of and adjacent to the business zones in these two blocks present problems of lay- out and development which will have a direct bearing on property valuations. A first class residential development cannot be expected in close proximity to a commercial section and we already have indications on Waltham, Muzzey and Clarke Street of the direction of the trend. Under the best of conditions the back doors and yards of stores are not attractions to home owners and some type of buffer use should be provided. The Board is not at all convinced that the present demands are sufficient to warrant any considerable expense in putting a street through in this area but it does believe that for a long range view it will ultimately be necessary and that any steps that can be taken to guard against uses of the property which would preclude such action should be taken. In considering the approximate location of such a thorough- fare, we agree that the Leary property (45 Waltham Street) offers the best layout. An extension of Vine Brook Road would have an unwieldy block at the east and would offer no relief where needed, The location through the Clow -Blake -Earle lots is probably Mrs. Cutler Waltham St-Muzzey Ste less expensive to acquire but is limited to a fifty foot width. ' While this is the same as Muzzey Street there is little doubt that the new street could well be eider to provide parking facilities with a`minimum interruption to* traffic movement. Alleyway provisions should be made to allow back door load- ing and delivery to the stores and the Leary layout does not interfere with this feature. Extension, when and if necessary, can be made through to Clarke Street with little difficulty on property lines. To summarize briefly, the Planning Board does not feel that there is sufficient need for relief at the present time to warrant its initiating action but approves the Leary location when and if action is taken. Articles for the Town Meeting Warrant covering the change in the wording of the Bean amendment; proposal to change the Childs and Peterson areas into T.1 Zones and the "setback" provision for Town T.1 Zones, were completed and Messrs. Borden and Kimball are'to Meeting prepare an explanatory memorandum for use at the coming precinct meetings. The meeting adjourned at 10:25 P. bl, until Friday, February 19th at 8:00 P. M.
