The Town Clerk administered the oath of office to the
members and the Board organized with Neil H. Borden as Chair- Organize-
man and Edward W. Kimball as Clerk. tion
Following a brief discussion, it was agreed that the
Chairman of the Board of Selectmen be requested to take up
the zoning articles in the following order:- Article 17,
Existing Uses and Buildings; Article 20, Ernest DeVincent;
Article 19, Mrs. Cutler; and Article 18, Sand and Loam.
Reports to be made at the Town Meeting covering
Articles 17, 18 and 20 were read, corrected and approved.
Under Article 17, question was raised as to whether the
clause "except subject to the provisions of Section 9" Amendments
qualified all of the phrases following the semi-colon after
"altered" . It is the intention of the Board that it should
be so construed and informal advice leads the Board to feel
that the intent is sufficiently clear.
Mr. Nickerson spoke of the proposed Precinct Meetings
to inform the voters on the various articles and raised the
propriety of discussing the various amendments.
It was decided that amendments proposed by the Board
could properly be discussed and explained but in cases of
petitions by individuals it is felt that inasmuch as public
hearings have been held, the Board cannot, in fairness to
the petitioner, discuss its attitude before the report to
the Town Meeting. The Board should,however, make known
(if requested) whether action had been taken to support Publicity
or disapprove .
Mr. Borden expressed the opinion that a program of
general publicity to inform the citizens of the aims and
desires of the Planning Board should be given consideration.
With the disposal of the various amendments at the
Town Meeting, the Chairman hopes that the Board will be in
a position to turn its attention to the broader aspects Board
of Town planning and he requested the members to submit Activities
subjects for consideration. It is hoped to allocate various
projects to individual members for their special attention
and where necessary preliminary study,
After an informal discussion of the articles in the
Town Warrant relating to Depot Square , the Board adjourned
the meeting at 10:00 P. M.
