Present:- Messrs. Duffy, Borden, Robinson, Sellars and.Kimball. The final draft of the recommendations to the Mass. State Planning Board covering the Circumferential Highway was discussed and approved. The original copy is to be routed through the Board of Selectmen, to receive their Circum - signed approval and copies are to be forwarded to the Board ferential of Selectmen, the Waltham Planning Board and Congressmen Highway Joseph Cotton, Nelson Crosby and Hollis Gott, Note 1/7/36:- Mr. Ferguson states that the letter is agreeable to the Board of Selectmen with the exception of the paragraph covering the Bedford Street crossing. They feel that this should probably be an overpass and at least should receive further consideration. The suggestion was incorporated in a new draft which was approved and for- warded January S. 1936. Consideration of the draft submitted by the Town Counsel of an amendment to control the removal of sod, loam and gravel brought up a few suggested changes and raised a ques- tion of its bearing on conditions of land development pro- jects where quantiles of top soil are removed in the pro- cess of laying out streets for which no permit is necessary. A revised draft is to be submitted to the Counsel and his opinion obtained on the above question. Note 1/9/36:- Mr. Wrightington approves the revision and believes that the amendment would not prohibit the developments but would restrain the removal and sale of the sod and loam. Final drafts are on file for future action. Acting upon request by Mr. Merriam, the limited apart- ment question was again discussed. Acting upon suggestion, a meeting will be arranged for Friday. January 10th at which it is hoped to have Mr. Merriam, Mr. Willard Brown, a number of residents of that neighborhood and Messrs. W. H. Ballard, Worthen, Maddison, Everett Emery, W. S. Mulliken and Reynolds; the last six to be invited by the Board. The general question of a limited apartment zone amendment, with particular atten- tion to the "Factory Site" area, will be discussed. Note 1/7/36:- Mr. Merriam is unable to meet the above date and the meeting will be postponed to January 17th at 8:00 P. M. in the Selectmen's Room. The necessity for action toward protecting the Concord Turnpike from over intrusion of business was again opened and it is generally agreed that the areas immediately adjoining this highway should be laid out to provide developments which will safeguard the road and at the same time furnish a treat- ment which will not prejudice the owners to the extent of ob- taining the necessary action from the Town. It is obvious that the Planning Board is not in a position to carry on the necessary detail of such work and it was agreed that Mr. Duf4`y should contact the Town Engineering Department to the end that preliminary drafts be presented by the latter department for Sod, Loam, Gravel Limited Apart- ments Concord Turnpike consideration.
