HomeMy WebLinkAbout1935-12-12PLANNING BOARD MEETING December 12, 1935 Present: Messrs. Duffy, Borden, Ellis, Kimball, Robinson, Sellars and Town Engineer Cosgrove. The informal conference with Messrs. Beal & Potter of Waltham was reviewed and Mr. Cosgrove reported that conversation with kr. Hebbard lead him to believe that it was the State Boardb intention to overpass the railroad and that the layout as shown on the map was an inaccuracy rather than an intended location at the underpass. Mr. Cosgrove considers that he has a "gentle- man's agreement" with Mr. Hibbard for joint action before final surveys are started. It appears that the Board of Selectmen, together with Senator Mr. Joseph 'Jotton have given consideration to the two proposed layouts and are in agreement on the advantages of easterly route. hrr. Cosgrove was requested to prepare an "eight hundred" map showing the proposed easterly route to be used in connection with the Board's recommendations to the State Planning Board. %essrs. Robinson and Kimball are to prepare a letter addressed to the State Board giving our views on the approximate route, type of crossing and side treatment. Upon advice that the price of aerial maps was to be in- creased on January 1, 1936, it was Voted: That 8 maps be ordered under the direction of the Town Engineer and the Secretary of the Board, the expense to be taken from the Plann- ing Board Appropriation. Duffy pointed out that when the Town was originally zoned, this area was deliberately layed out as R.1 with the factory continuing as a non -conforming usage, having in mind Merriam that the locality was fundamentally residential. Factory `'chile there appears to be some latent field for a number Site of smaller type appartments, it has not appeared to offer sufficient financial security to warrant putting up such a build- ing. This was demonstrated about a year ago when a plan was advanced and not carried to completion for a multiple type build- ing to be located back of the Cary Library. This location was specially favorable as utilizing a "butler" zone between business and residential areas. The Board feels that, based on the expected rentals and the probable costs of remodelling, the margin of return would be small. Since success or failure of the project will h9ve a definite bearing on that entire neighborhood, the Board is con- cerned in this aspect. Several of the members desiring to view the premises, further discussion was postponed to the next meeting to be held December 20, 1935. Adjourned at 10:05 P. hk.
