February 6, 1935
' A regular meeting of the Planning Board was held in the
Conference Room of the Town Office Building on Wednesday,
February 63, 1935 at 8;00 P. M. Messrs, Duffy, Ellis, Greeley,
Kimball and Robinson were present.
The minutes of the January 30th meeting were read and
approved.
Mr. Kimball reported that at the hearing of the State
Administration Committee of the General Court, he had put the
Lexington Planning Board on record as being in favor of an un-
paid State"Planning Board.
Mr. Trask appeared before the Board, at the Board's in-
vitation. The Billboard By -Law recommended by the Mass. Federa-
tion of Planning Boards was discussed. After consideration of
the scope of application of the by-law, its effectivemess in
regulating billboards in business zones, and the possibilities
for further restrictions as to billboard sizes, it was voted
that the Planning Board approves in principle this by-law, and
that, subject to the approval of the Town Counsel, an article
be inserted in the Town Warrant to see if the Town wishes to
incorporate the by-law in the zoning By -Law.
After a little discussion, it was voted that the Board

ask the Town for an additional appropriation of $300.00 for
engineering services. The Clerk was instructed to write Mr.
Trask to this effect.
Mr. Trask reported that he had consulted with the Hatch
family, and that they seemed to place much value on their
pond, primarily as a selling factor in connection with the
contemplated lot subdivision.

Mr. Trask further mentioned that the Board of Selectmen
had been considering the purchase of about four or five acres
around and including Kinneen+s Pond on Burlington Street, After Parks
Mr. Trask left, the meeting, this question was discussed briefly,
and the Board voted that the Clerk should write to the Board
of Selectmen endorsing this project.
Mrs. Catherine Kelly sent in her petition, which was not
filled out properly, and which contained names, but not signa-
tures of many owners of property deemed to be affected by her
proposed zoning change. In view of the short time remaining Kelly
before Town Meeting, it was decided that the Clerk should do Petition
what he could to get her petition in proper form so that her
proposed change could appear in the next Town Warrant.
In discussing the location for the new High Schoo;,the
' question of the legality of a closed -in ballfield was brought
up. Pending definite information on this question, it was felt
that, whether or not paid admission could be required, a fenced -
in ballfield would greatly increase the number of voluntary

contributions. Further discussion showed the Board's opinion
' to be: that it was unfortunate that so many desirable plots
were owned by one man; that the low land between Robinson's Hill
and the center of the Town might be a desirable site; that, in
view of the fact that most of the growth of the Town in the
near future would be East of the center, it might be wise to con-
sider a location nearer the center of population.
Meeting adjourned at 10:30 P. M. until February 13,1935.
