HomeMy WebLinkAbout1934-10-05 PLANNING BOARD MEETING October b, 1934 A regular meeting of the Planning Board was held in the Conference Room of the Town Office Building on Friday, October 5, at 8:10 P. M. Messrs. Duffy, Greeley, Kimball, Robinson and Scheibe were present. The minutes of the July 23rd meeting were read and accepted. Discussion was turned to the New Highway. Mr. Greeley reported that he had received and answered A com Unication from Mr. Everett S. Emery in regard to the Con- tractor's structure in the railroad yard. The structure was found to be for the sole purposes of transferring and measuring cement, and was not a mixer. Therefore it was not felt to be under the jurisdiction of the Planning Board. Concord Mr. Kimball reported that examination of the new highway from the Belmont line to Waltham Street disclosed no really sat- Highway isfactory site for a business district. However, the site pre- viously suggested, between Pleasant and Blossom Streets is practicable, if not really well suited. It would require a large amount of cut and fill, and would represent an appreciable area of only one person's property. Mr. Robinson suggested that there was a possible site just west of the Kelsey Ranch. He also brought up the possibility IIof separating the locations of the two side loops. Mr. Duffy reported from the Regional Board as follows: Arlington favors a business sone near the intersection with Park Ave ., in cooperation with the Town of Belmont. Belmont is loath to do this, because it feels that no business zone is at all necessary where the highway passes through the Town of Belmont. Concord had expected to locate a business zone at the proposed traffic circle near Walden Pond, but finds that the proposed circle is not to be constructed. It has been ascertain- ed that the Concord Board of Selectmen do have the right to issue gasoline station permits, and are likely to issue many of them. Mr. Scheibe presented the idea that the tearing down of the old water tower on Concord Hill would be needless and waste- ful of Town funds. The Planning Board felt that it could not take any action on this question. Mr. C. Edward Glynnis resignation was read, and accepted yr. Glynnis with expressions of sincere gratitude for his long and helpful Resignation service, and with deep regret that he felt obliged to resign. The Clerk was instructed to write him a letter to this effect. A letter from Dr. Barnes was read, in which he stated his desire that the zone in Which his property lay be changed from Residential to Business. Drafts of letters in reply, tad been prepared by Town Counsel Wrightington and by Messrs. 1 Meeting ..2- October 5,1934 I Kimball, Glynn, and Robineon. After much consideration, a letter was drafted, to be sent subject to the Town Counsel's approval, stating that the Planning Board's attitude towards Mass. the zoning of property in the neighborhood of Dr. Barnes's Avenue was unchanged, and that it was felt that the Town was satisfied ming to have that zone remain Residential. A letter of the same general purport from the Learys was read, and the Clerk was instructed to send a similar answer. Discussion was turned to the consideration of the Ryder, Vine Brook property, and Mr. Duffy suggested that we postpone Millican the discussion of that subject and of the Millican property Property until we could meet with Town Engineer Cosgrove. The meeting was adjourned about 10145 P. M until October 19th at 7:30 when it was expected that the Board could meet with Mr. Cosgrove. Respectfully submitted, Roland B. Greeley (Signed) I Clerk 1
