July 23, 1934
A regular i
gr.U, meeting of the Planning Board was meld in the
Conference Room of the Town Office Building on Monday.. July 23,
at SsIS o'clock. Messrs. Daffy, Glynn, Greeley, Kimball and
Scheibe were present,
Mr. Duffy called the meeting to order after an unsuccess-
ful search for maps of the Great Meadows Drainage Project.
The minutes of the last meeting were read and accepted.
Mrs Duffy reported on the progress of the Regional Board
as follows.. -
A map of the new highway had been prepared for them by the
Metropolitan Planning Commission.
The general opinion of the Regional Board seemed to favor
one, or possibly two business areas in each Town.
The Concord Planning Board was apparently having difficulty
due to the fact that the Selectmen of Concord threatened to
give permits for several gasoline filling stations. The
Regional Board felt that that was not within the powers of Concord
the Selectmen, and Mr. Morgan of the Concord Planning Board
was advised to get in touch with Mr. Hartman.
Discussion centered about the groper location for Lexing-
ton's business zone, and the highway maps were studied. It was
thought that the loop idea,as presented by Mr. Glynn in the meet- Bighwag
ing of July 12th, presented the best possibilities. It was felt
'further that about three hundred feet on each side of the high-
way would provide a large enough business zone.
Mr. Kimball moved, and it was voted, that: -
The Planning Board favors the plan drawn up by Mr. Greeley
and dated July , 1934, giving 3401 of business frontage on side
streets leading from each side of the main highway*
The subject of the drainage of the Great Meadows was neat
considered. Mr. Kimball stated that the subject had been brought
to his attention by Mr. Dutcher of the Arlington Planning Board,
the question being whether the two Towns were in agreement about
the work being done; he also pointed out that subsequent Informa-
tion showed that the Boards of Selectmen of the two Towns were
In touch with each other.
Mr. Duffy stated that his first impression was that the
Arlington Planning Board favored draining the Meadows, but that
he now felt that they favored flooding. If that is the case, treat
he intimated that the Lexington Planning Board might get in
touch with the Arlington Planning Board and hurry up the project. Meadows
Mr. Kimball quoted Mr. Dutcher as looking forward to a
very attractive parkwa-y and waterway system in that area.
'
Mrs Duffy suggested that Messrs. Kimball and Greeley try
to gather more information on the inter -town negotiations, and
on future plans for the development of the Meadows area; also

' suggesting that there might be a joint meeting in the near
future, and that this was the opportune time for such negotia-
tions.
Mr. Glynn moved Mr. Duffyfa suggestion and it was so
1
u
voted.
Mr. Scheibe brought up the question of the Lincoln. Street
Dump. He stated that old cars were being brought to the dump from
many neighboring towns, and were being left in undesirable parts
of the dump. He recommended that the dump be fenced in by a
stone wall built of rock excavated in connection with the widen-
ing of Lincoln Street,
Mr. Kimball pointed out that this was not a question on
which the Planning Board could act and recommended that Mr. Scheibe
get up a petition for better regulation of the dump, to be pre-
sented to the proper authorities.
Meeting adjourned at 10:45 P. M.
Respectfully submitted,
Roland B. Greeley (Signed)
