A meeting of the Planning Board was held at the Town office
Building on Friday evening, January 26, 1934. The following were
present:- Messrs. Duffy, Glynn, Scheibe, and Robinson.
Mr. Duffy reported a recent conversation with Major W. E. -
Anderson (Room 417, P. 0., Boston) of the office of the Regional
Advisor of the Federal Emergency Administration of Public Works.,
an agency set up for the purpose of coordinating local Planning
and Public `forks projects into a definite program of Public im-
provements. Mr, Anderson had expressed'a desire to cooperate
In every way possible, in the carrying out of any projects that
Lexington may be attempting. One example of the sort of work
in which the Regional Advisor can function is that of the proposed
development of the Fast Lexington Meadow area, in which the
neighboring Town of Arlington has special interest.
Mr. Duffy expressed some concern with the tendency of the
Town and also of the Planning Board to fail to complete any one
project, but to make partial progress in many. To avail our-
selves of the services of a Regional Advisor or some similar
expert may be a means of arriving at more definite results in
many of these matters. Pair. Glynn suggested that Mr. Duffy confer
further with lair. Anderson, and find out whether Government aid
is available for the completion of a comprehensive plan which
the Board can use for future activities. It was the opinion
that the Planning Board should be concerned with the broad super-
vision of various activities, rather than of a mass of detail
work.
After a short discussion, it was VOTED: That the Board
notify the Selectmen that in its opinion=e East Lexington
Meadow area should ultimately be flooded; and that any drainage
plans now in progress should contemplate such a development.
The Clerk was also instructed to write to Mr.'ldrightington
to the effect that the Planning Board is engaged in a study of
the Fast Lexington Tvleadow area, having in mind a plan involving
the flooding of the Iaeadow, carrying out the scheme with or with-
out the cooperation of the Town of Arlington; and asking Mr.
Wrightingtonts opinion as to the legal aspects of such action,
also what requirements it might be necessary to meet.
The retirement of Mr. Milne from the Board, made necessary
by his business engagements in New fork, was discussed# together
with the desirability of selecting or favoring a successor who
might be exceptionally qualified for Planning Board work.

The clerk was further asked to request of Mr. wrightington
a confirmation of his statement, made previously to Mr. Duffy,
that in case of a change of zone of any area by the Town, property -
owners within the area can not obtain damages on account of the
change.
The meeting was adjourned at 10:45 P. M.
