I May 9, 1933
A meeting of the Planning Board was held in the Town Office
Building on Tuesday evening, May 9, 19339 these members being
present Messrs. Duffy, Glynn, Kimball, Milne, Scheibe, and
Robinson; also Mr. Cosgrove and the secretary.
TOPOGRAPHICAL SURVEY, MAPLE AND LORELL STREET AREAS
Mr. Cosgrove presented a reoently-completed topographical map of
that section of the Town lying between Maple Street and Lowell Street;
this being a part of a complete topographical map of the whole Town
upon which the Engineering Department is at work.
PRINTED FORMS FOR PETITIONS
Mr. Robinson presented a draft of a form -letter, and of a blank
petition for Zoning changes, which might be adopted for the use of
petitioners. The matter was discussed in general but no aotion was
taken.
LIMITED EPARTMENT BUILDINGS
At the request of the Board, Mr. Greeley appeared for the purpose
of discussing the proposed Amendment establishing an R-3 Zone. He per-
sonally considered the amendment fair, and practical from a working
standpoint. He questioned the Board with respect to various items in
the propoded amendment. Mr. Greeley further stated that the plot of
land concerned in his project, now the property of the Cary Library,
is a permanent open space which cannot be built upon, although it is
for sale.
Mr. Milne pointed out to Mr. Greeley that before the Planning
Board brings this proposed Amendment before the Town, some assurance
should be forthcoming that if the new zone is created as requested,
P.B. Mtge 5/9/33 (2)
the project in which Mr. Greeley to interested will actually be oarried
out. The latter replied that it to practically impossible to obtain
necessary financing until the zone has been legally established; he will,
however, attempt to get the matter in definite form and report what the
prospects may be. In the opinion of the Board, it is not justified in
holding the necessary hearings, and entering the proposed amendment in
a Town Warrant, until such prospects are reasonably certain.
A few minor changes and corrections were made in the draft of the
amendment, and the secretary was asked to send final copies to each of
the members; also to send copies to Mr. Wrightington and to Mr. Hartman
for such comment as they may care to make.
HOUSE BILL #12140
Mr. Duffy called the attention of the Board to the fact that
House Bill No. 12140 is in committee and will be reported soon. He had
talked with Senator Joseph Cotton about it; and he urged the members to
do all possible toward influencing its passage.
HOME FOR AGED WOMEN
Mr. Scheibe mentioned that under the will of some un -named person,
funds had been provided for.the erection of an extensive Home for Aged
Women; and the Trustees have considered many possible locations. He
questioned whether such an institution would be acceptable in Lexington,
and the Board decided informally that it would not be desirable.
O'CONNELL PETITION FOR ZONING CHANGE
A letter from Mr. D. J. O'Connell was read, asking that the Board
again consider changing to a 0-1 Zone, the Woburn Street - Pletcher Ave-
nue triangle. The Clerk was instructed to acknowledge the letter; but
