HomeMy WebLinkAbout1932-12-12 PLANNING BOARD MEETING December 12, 1932 IIIA meeting of the Planning Board was held in the Conference Room of the Town Office Building, December 12, 1932 at 8:00 P . M. Messrs. Emery, Milne, Glynn and Scheibe were present. The Town Engineer and secretary were also present. Mr. Emery read a letter from the Mass . Federation of Planning Boards inviting one or more representatives to meet with them at their next meeting on December 14, 1932 . The Town Engineer was asked to Mass. attend. A letter was also read regarding dues of this organization, Federation and it was found that 415.00 was paid them in March, 1932 covering Planning dues from October 1, 1931 to October 1, 1932 and it was decided to wait until 1933 to pay the next dues. The Town Engineer stated that he had talked with Mr. Lassoff who owns the land on Silvia Street where the outlet from the Johnson property would be and found that his price would be $500.00. It was Lex. decided that a copy of the vote passed November 21, 1932 relative to Brick the petition of Mr. Harry E. Johnson be sent to the Board of Survey. Village The blueprints which Mr. Johnson sent to the Planning Board showing the type of house he intends to build were also given to the Board of Survey with the copy of the vote . kr. Cosgrove informed the Board that Mr. Trask had inquired of him if the Planning Board had any project in mind for the unemployed Un- engineers from the Emergency Planning & Research Corp. , Inc. He also employed 41 stated that he was to give word to the Selectmen the next night. Engineers Nothing was decided. A plan was presented showing the proposed cut through the Scheibe property on Lincoln Street. The Town Engineer stated that he had been into the Metropolitan Division of Planning and their Lincoln civil engineer, Mr. Fellows, thought they should go out on the Street ground to make a study. Mr. Cosgrove stated that he had talked with Mr. Bowser who owns thirty acres of the Vine Brook section which is to be developed. He is not interested in the project at all. The first step to be taken is the relocation of Grant Street. There is a wall along Grannie Hill and thirty feet inside the wall there is solid ledge which makes it impossible to build. He stated that there is about 600 feet to be relocated. This cut would take the Fogg property which has just been sold. It was suggested that the street be put through the swamp land but Mr. Cosgrove stated that it would be cheaper to take the property as the swampwould P P P y have to be filled. This relocation will not change the line laid down for the o channel of the brook. It was proposed that Willow trees be planted along the proposed brook line where the road will go . Vine Mr. Emery informed the Board that he would confer with Mr. Brook Shurtleff and get the desired cross section area for the open sections of the brook so that it can be determined where the planting should ibe done . Dec. 12, 1932 -2- A letter was read from the Board of Selectmen asking for a reply to their previous request for the Board to make a study of the IIIroposed highway from Winchester to Lexington extending High Street o the Lexinton line . The reason it is being brought up now is that nless Lexington shows definitely on paper what it intends to do, the County will not help `�inchester. A letter was dictated by Mr. Milne to the Board of Selectmen advising them that the Planning Board decided that as there appeared to be no pressing demand for an extension of High Street in Winchester to Lowell Street in Lexington or beyond, and the development of Lowell Street and other traffic arteries in Lexington was not clearly defined, it would be unwise to fix definitely the location of the extension of High Street within the bounds of Lexington at this time . The Town Engineer stated that he would like the Board to dis- cuss the material he had prepared on Sewers & Assessments. It was decided that this matter would be taken up at the next meeting.
