April 28, 1931
7:20 8:30 P. M.
Present:. Messrs. Emery, Scheibe, Glynn, Duffy, Cosgrove
and secretary.
The Rowland Hearing was discussed as follows: -
It would be alright If this corner, alone could be put into
a business zone but if the whole district is changed, it
will tend to depreciate the value of the surrounding property,
stop residential building, and make people want stores at
Summer Street Extension and along the street further dawn
towards Arlington.
When an intersection is made business, it'means
that another settlement will start and peshsps become almost
a separate town.
This street is a through way to .by' -pass traffic
from going through the center of the town and should be
kept free from business congestion.
If the zoning is changed, it will make it a
plain business area and anyone may come in and start filling
stations or other st-ores, but if the Board of Appals handles
it, they can grant the Rowland's petition under the non-
conforming use and keep the district residential.'
The following motion was made by Mr. Duffy, and
seconded by Mr. Scheibe:- "That the Planning Board, upon
considering the Rowland hearing, is in favor of granting
the petition in substance but feels that it will be better,
in view of the uncertain conditions in that locality, to
have it handled through the Board of Appeals."
Mr. Duffy brought a plan of the proposed East
Lexington Playground before the Board. He explained that
some drainage would have to be put in there because it is
so low and thinks the Town should control i't.
The'meeting'was adjourned at 8:30 P. M

him to petition to the Board of Appeals.
