HomeMy WebLinkAbout1987-06-091 BOARD OF HEALTH MEETING JUNE 9, 1987 The monthly meeting of the Board of Health was held on Tuesday, June 9, 1987 at 7:15 p.m. in Room G-15 of the Town Office Building. Members present were: Dr. Linda Roemer, Dr. Donald Goldmann, Dr. Stan Finkelstein and Mr. George Smith, Jr., Director of Public Health. The Minutes of March, April and May were accepted as amended. The Board opened the meeting with a discussion on the process of election for a Chairman. Mr. Smith stated, in the past, members decided among themselves who would be chairman. After discussion, Dr. Linda Roemer was noted in as Chairperson for 1987. Dr. Finkelstein volunteered to give her support should she need it, as Dr. Roemer has a very busy schedule. A decision was also made to have an annual election, preferably in June. The Agenda for the evening was discussed beginning with the Organiza- tion and Direction of the Board; Dr. Finkelstein asked what is the responsibility of the Board versus Staffing? Where does Board end and Staffing start? He wanted to know if the Board had any say in the staffing of the Health Department, as a specific issue, the Sanitarian - part time or full time. Mr. Smith said everybody is appointed with the exception of clerical who was hired. The Board felt they should have more responsibilities and imput. Dr. Roemer thought that this would be a good time, with a new Manager coming in, to make any necessary changes. The Board is totally un- involved in any policy issues or big issues of Public Health. Dr. Goldmann could not understand how the High School Principal could make a policy on Aids and the Board not be involved. Mr. Smith seems to be getting more and more responsibilities and the Board less. Dr. Goldmann thought Dr. Delulio from the School Health Department should be summoned to appear before the Board. The letter sent to Dr. Delulio in March was discussed. Dr. Roemer wanted to know if we had done anything with the School Committee. She also thought the Board could be involved in the issue of Public Smoking in town, and was concerned about affordable housing for low income families. Mr. Smith stated he had a meeting coming up Monday, June 15 with Dr. Delulio and, if it was convenient, Dr. Roemer could attend. Dr. Finkel- stein suggested going to the School Committee Chairman and letting him know the Board of Health would like to be involved in their health issues. It was decided that Dr. Goldmann would draft a letter to the School Com- mittee Chairman requesting representation of the Board in the search for a new Superintendent of Schools and that they would like to have imput in critical issues relating to the health of Lexington students. The letter would be signed by the Board Members with a copy to the Town Manager and Board of Selectmen. 343 Election Chairperson Organiza- tion and Direction of Board 544 June 9, 1987 - continued Dr. Roemer asked how the Board was going to deal with directions of long term, they would probably start by listing activities which are mandated. It was suggested to use the blue guide book to provide foundation and each member to have a copy of the Town Book. Mr. Smith was to list 20 parts of his job that took most of his time. Also, a copy of the budget, annual report, rabies clinic, etc., was requested, to have for the next meeting. Health Mr. Smith reported that the Health Department had been audited by the State Dept. and we did very well as all our records were under control. The State Audit by was going to go through 30/40 establishments but only did 10. The reason State for the audit was that many towns and cities do not keep good records or use the proper forms. Board On the meeting schedule for the Board the decision was made to meet on the Meeting second Tuesday of each month and to keep meetings down to one or one and a half hours. Health D.E.Q.E. and the Air Base were involved in a broken sewer pipe up on 128 Director's and Route 2A just before the place it goes into Tophet swamp. It was Report determined the pipe was cracked all the way across. They are in the process of getting bids to repair the pipe, talking about slipping plastic pipe inside pipe that is already there. However, this is a political situation. Pool inspections are very heavy at the present time. The Rabies Clinic vaccinated 200 dogs. The clinic deals primarily with Dr. Smith, Veterinarian. We charge minimal fee of $2.00. Next year we should think about dealing with cats. Vets push for rabies shots for cats. Aids program put on by State Office had an attendance of about 30/35 people. We are going to get copies of the Surgeon General's report for Town Employees. It would cost quite a bit to mail to residents in the town. Dr. Roemer suggested getting the Minuteman to do a column on Aids. Martha C. Wood, Assistant Director of Dental Health for preventive programs from the Department of Public Health is planning to attend next Board Meeting to give a talk on non-smoking and health. Fire cleanup still being held up by insurance. There are plans to have a second story with parking below ground level. Genetics Institute is shaping up and ready to go.
