BOARD OF HEALTH MEETING
APRIL 21, 1987

The monthly meeting of the Board of Health was held on Tuesday, April 21,
1987 at 7:15 p.m. in Room G-15 of the Town Office Building. Members
present were: Dr. Donald Goldmann, Dr. Stanley Finkelstein, Jacquelyn
Selway, Sanitarian, and Mr. George Smith, Jr., Director of Public Health.
Mr. Smith opened the meeting by acknowledging the sudden passing of the
Board Chairman, Dr. Howard Asarkof. Mr. Smith and the Board members
indicated he would be missed.
Mr. Barbara Manford, Senior Architect for Tippetts . Abbett . McCarthy .
Stratton, Engineers, Architects and Planners in Boston, appeared to
request the Board of Health support in requesting a variance of the
State Plumbing Code for work renovation being undertaken at Estabrook
School.
The request is for a variance from Section 2.10 Table 2: Plumbing Fixtures
Required for Schools.
The TAMS request is for a minor reduction in the existing number of toilet
fixtures. The reduction will result from the conversion of two toilet
rooms for handicapped accessibility. The school was originally built to
accommodate 600 students; current enrollment is projected to be 400-430.
Mr. Smith indicated that the Plumbing Inspector did not have any objections
to this proposal.
After a review, the Board agreed to forward this request to the Board of
State Examiners of Plumbers and Gas Fitters.
Mrs. Jane Tapis appeared at 8:00 p.m. relative to VNCH contract for the
coming year. In addition, she was there to present the budget and a
request to increase the hourly rate from the current rate of $23.00/hour
to $30.00/hour.

Dr. Finkelstein questioned Jayne on what the V.N. actually do. Mrs. Tapia
stated they handle the Blood Pressure Clinics and also what the weight of
the elderly, cover communicable disease follow-up and health promotion.
Dr. Finkelstein said he believed the town should undertake a serious review
of programs that visiting nurses offer the town and any contract should be
reviewed by both health and human services with only one being accountable.
Dr. Goldmann requested some specific material and a copy of the contract
before the next Board meeting - a breakdown of effort levels of the three
areas - also, a comparison of rates from other towns. Dr. Goldmann feels
the budget could only be 5% inflation. Dr. Finkelstein said 22% increase
is too large.
The Board decided against making any decisions until another meeting time.
Mr. Smith, Dr. Finkelstein and Steve Baran of Human Services, would meet
with Jayne Tapia at the Visiting Nurses Association in Arlington where
they could go over all the records.
Jayne Tapia thanked the Board and adjourned at 8:35 p.m.
Mr. Smith announced that Sanitarian Jacqueline Selway has resigned. She is
planning to take a job in the private sector as a real estate appraiser.
Mr. Smith said he was hopeful that a replacement could be found shortly.
Mr. Smith indicated that the Town Manager was working to find a replacement
to fill Dr. Asarkof's vacancy. Mr. Smith indicated that Dr. Linda Roemer,
a past Board member was available and there is a possibility she might
return to the Board.
Mr. Smith indicated the larviciding program for Tophet swamp was scheduled
for today (April 21). It had been delayed due to the weather, however, it
is thought that we could complete this project before the day was over.
The project utilized BTI, a Biological Pesticide which is used specifically
for mosquito or black fly control. This materials has virtually no impact
on non -target species.
Dr. Goldmann mentioned he spoke to Bob Delulio again, who said he could not
and did not have time to answer all the questions they requested. Dr. Gold-
mann told him to pick about three questions. He was especially interested
in AIDS Program and Lifeline on Channel 4.
The meeting adjourned at 9:00 p.m. A tentative date of May 12, 1987 was
selected for the next meeting.
