BOARD OF HEALTH MEETING
MARCH 16, 1987
The monthly meeting of the Board of Health was held Monday, March 16, 1987
at 7:15 p.m. in Room 111 of the Town Office Building. Members present were:
Dr. Howard B. Asarkof, Chairman, Do Donald Goldmann, Dr. Stanley Finkelstein,
Mr. George Smith, Jr., Director of Public Health and Jacqueline Selway,
Sanitarian.
It was noted that the meeting schedule for February, 1987 had been cancelled
due to s snow storm.
The minutes of the January 12, 1987 meeting were read and accepted.
Dr. Asarkof called the meeting to order at 7:15 p.m.
Mr. Smith gave a brief report on the agenda, specifically an appointment with
representatives from the Genetic Institute on their application to conduct
rDNA Moleducle Technology in Lexington (BL1-LS).
At 7:30 p.m. Mr.Smith introduced three gentlemen from Genetics Institute,
Cambridge, MA: Mr. Brett Schmedli, Senior V.P. of Production Development;
Mr. Gary Spies, Coordinator Environmental Health and Safety; Dr. William A.
Strycharz, Laboratory Facilities Manager. The purpose of this meeting was
to review the recommendation of the Biosafety Committee to approve a permit/
application for Genetics Institute to conduct rDNA Molecule Technology experi-
ments at the B11 -LS level.
Dr. William Strycharz spoke first indicating Genetic Institute's desire to
temporarily relocate from Cambridge to the Ledgemont facilities on Spring
Street prior to permanently relocating in Andover for large scale production.
Mr. Brett Schmedle described the layout of the labs and how they would use
the space which would be leased for about 12-15 months.
Mr. Gary Spies explained the different types of experiments (BL1 & LS) of
rDNA research as well as the facilities proposed for Lexington. These pro-
jects, he said, would be projects and/or elements of projects now underway
in Cambridge.
Mr. Smith states that he would review the lab plans with Dr. Strycharz to
ensure they met with our requirements. Sewage discharge, air exhaust systems
and drains were of particular concern.
Dr. Strycharz indicated that formal invitations would be extended to various
town officials and committees to visit and tour both their Cambridge and Lex-
ington facilities.
Dr. Goldmann ran through a scenario relating to the use of certain organisms
in Lexington and asked Genetics Institute representatives how they would re-
spond in a worse case situation or accident.
GI explained how their preventive health and safety mechanisms and their
medical program would operate in such a condition.

Dr, Finkelstein had several questions on the permitting process and how the
overall system functioned. Dr. Goldmann explained the system and how it
functioned with the process originating at the Biosafety Committee level
and then upon that committee's review, a recommendation was then forwarded
to the Board of Health for action.
Dr. Goldmann stated that, as he understood the process,euen though the Board
of Health may approve a license it could not be issued until a specific pro-
ject proposal was reviewed and approved by the Institutional Biosafety
Committee. The town's interest was protected in this regard because our
regulations require representation by the health director and a community
member.
The Genetics Institute group adjourned at 8:05 p.m. Dr. Asarkof thanked
them for their time and information.
The Board of Health, after discussion, unanimously voted to grant Genetics
Institute a permit to conduct rDNA research at the BL1-BL1-LS levels subject
to compliance with NIH and Lexington Board of Health Regulations.
Dr. Goldmann then indicated to the Board members that he had several important
topics to discuss.
He first indicated that he wanted to let the board know that he had tendered
his resignation as a member of the School Department Life Skills Task Force.
After a brief discussion of task force goals and objectives, he indicated that
the meetings were scheduled for weekday afternoons which were inconvenient for
him to attend.
He further indicated that he would be participating in a newly formed group
at the School Department called the Universal Life Skills Committee along
with the health director. He felt that this new group would be addressing
a lot of concerns of children that he believed were of critical importance
and that their nightly meetings and less rigorous schedule would work out
better for him.
Dr. Goldmann informed the Board that Vincent Bucca had filed a complaint
against him with the State Board of Registration in Medicine.
Mr. Smith said the Visiting Nurse Association would be coming to the next Board
of Health meeting to discuss more money per visit and budget money for next
year.
The Board also discussed the possibility of having Dr. Delulio from the School
Medical Department brought into the board meeting for further discussions. A
letter written by Dr. Goldmann with questions to be answered,was discussed by
the board and would be typed and forwarded to Dr. Delulio.
Mr. Smith spoke about the Mosquito Control having the use of a helicopter avail-
able with Hanscom Air Force this year. They are planning to use a granular form
of spraying. They are also willing to spray the swamp area. The Air Force will
pay for most of this arrangement.

Before
Before closing the meeting, Mr. Smith informed the Board of the following:
Blue Cross/Blue Shield has made available to us a Choke Saving Course at the Choke
cost of $10.00 a head for all food establishments or people involved with Saver
food. At the termination of the course, a lifetime certificate will be Program
given by Blue Cross/Blue Shield. April
Mr. Smith stated that an Educational Program had been provided for the AIDS
Lexington Fire/Police personnel. Custodians and school personnel also Education
attended. State D.P.H. made the presentation.
Mr. Smith indicated that we are beginning to plan for our annual rabies Rabies
clinic. Consideration is being given to vaccinate cats. Mr. Smith would Clinic
like the Board's input.
Mr. Smith reviewed a severe oil spill and accident that occurred on February
17, 1987. The cleanup has turned into a considerable problem and will con-
tinue into the foreseeable future. Some 9000 gallons of fuel oil (diesel)
had spilled into the immediate water shed for the City of Cambridge water
supply.
Mr. Smith indicated that we are well into the planning stages for Patriot's
Day 1987.
The Board adjourned at 9:00 p.m. and set the next meeting for Tuesday,
April 21, 1987 as the Patriot's Day Celebration would be held on Monday,
April 20, 1987.
