Dept. on Student Health Services BOARD OF HEALTH MEETING DECEMBER 8, 1986 The monthly meeting of the Board of Health was held Monday, December 8, 1986 in Room G-1 of the Town Office Building. Members present were Dr. Howard B. Asarkof, Chairman; Dr. Stan Finkelstein; Jacqueline Selway, Sanitarian; George A. Smith, Jr., Director of Public Health. Dr. Donald Goldmann was unable to attend. at 7:30 p.m. Mr. Smith_.introduced Mr. Lawrence Smoske, Sr. and his son, Robert, in regard to an application for an animal permit. They previously lost their permit in 1981 due to horses getting loose and manure problems. All abutters were notified but only Mr. Daniel Brzezenski of 43 Robinson Road attended. He was in agreement as long as the horses were given proper care. The barn has been repaired, new fences put up and Dr. Asarkof suggested a dumpster with container to take care of manure. Mr. Smoske asked if he could use Henderson Field. Mr. Smith said to ask Joan Halverson, Recreation Director, how to go about it. It is town owned. Mr. Smoske, son Robert and Mr. Brzezenski thanked the Board and retired at 7:50 p.m. The Board voted to give the Sloske's a permit after Mr. Smith does an inspection. The permit will be issued in Mr. Smoske senior's name. At 8:00 p.m. Louise Krutzeger, head nurse of Middle Schools and Dr. Robert DeIulio, Coordinator Guidance Counselor, appeared before the Board. They gave a run down on the overview of the school medical services. Pupil service was put under coordination of guidance when Dr. Monderer retired. They spoke on the master plan for "AIDS" and adopted guidelines under the School Committee and State Guidelines for students, also National Control. AIDS is reported to State Public Health Department by the physician who, in turn, notifies the school superintendent. He will let the physician know if the student can attend school. Dr. Finkelstein brought up the question of "suicide." Dr. Asarkof said there is a program called "SAFE" which his daughter attends. It is for suicide and alcoholism and they are in the process of putting their skills to helping with anorexia. The kids are more sophisticated and aware than we think. There are 35 community members and students who are aware of signs and systems who want to mandate this program of life issues. The K-12 curriculum (mandate program) in the Middle Schools is the first formal program on life skills, sexuality, etc., in town at present. Dr. DeIulio said they need staff training. "SAFE" is to be involved with "Replace" at a meeting on Wednesday, December 10, 1986. Grades 6-8 are dealing with these topics now. It is a voluntary program. Dr. DeIulio wants the Board of Health to back them in "mandatory programs" of relationships to study and learn about suicide, AIDS, etc. 1 1 .S31 Mr. Smith said he would like to get back on the school nurses and physicians meetings. Dr. Andonian took over Dr. Potter's practice and Dr. Christian Simmons, Winthrop Road, was recommended to take Dr. Perry's place. Louise Kreutzeger stated the Nurses Handbook is being revised and coming out in June, 1987. The list of nurses will be sent to Mr. Smith. Dr. Robert DeIulio and nurse Louise Kreutzeger thanked the Board and adjourned at 8:50 p.m. Mr. Smith discussed the fire in town on November 30, 1986 in which six Health buildings were destroyed. There was concern about smoke at Putnam Pantry Director's and some of the chocolates had to be thrown away because of smoke. Report There was 8-10 feet of water in basements. When the level dropped, oil tanks turned over. Oil is considered a hazardous waste in Massachusetts. 25,000 gallons of water and oil was pumped:out. The Fire is still under investigation. All food was disposed of. Two inspectors came out from the State. 30-40 cases of liquor were sub- jected to high heat at Bel Canto's. On December 4, Thursdayevening, there was to be a meeting to discuss demoli- tion. Mr. Castiello wanted to know when he could get access to his building to remove his supplies. Mr. Smith also stated he has been getting dozens of calls on Radon gas and is referring to information from the State. Dr. Asarkof brought up an issue of scavenging of dumpsters behind Maunder's Dumpster Market by a pregnant woman from Peking Gardens at 6:30 a.m. Mr. Smith said Scavenging he would look into this matter. Another concern of Dr. Asarkof was a need to set up a regular schedule for Board Meetings. It was decided the next Board meeting would be on Monday, January 12, 1987. The meeting adjourned as there was no further business at 9:00 p.m.
