Home My WebLink About1986-09-09 525 BOARD OF HEALTH MEETING SEPTEMBER 9, 1986 The monthly meeting of the Board of Health was held Tuesday, September 9, 1986 at 7 15 p.m. in Room G-15 of the Town Office Building. Members present were Dr. Howard B Asarkof, Chairman; Dr Donald Goldmann, Dr Stan Finkelstein, Jacqueline Selway, Sanitarian and George A. Smith, Director of Public Health. George Smith, the Director, welcomed the new member to the Board of Health and introduced him to everyone there. SANITARIAN'S Jacqy Selway, Sanitarian, reported to the Board that she has con- REPORT tinued her crackdown on problem establishments. Denny's Restaurant was filthy and had cockroaches, Peking Gardens was filthy and she found there were people living in the basement of the restaurant. Yangtze River is being reinspected tomorrow as she did not find that restaurant clean We had complaints from residents that there were young children in diapers on the counters at Dunkin Donuts There also had been complaints about Maunders Market Jacqy found it was a mess in there The meat shop in there was clean Friendly's on Bedford Street is under new management There was a car found on Wilson's Farm with someone living in it It is piled with books Several other inspections were also made including Castiello's, Le Bellecour, Alexander's, Kilnbrook V Coffee Station, Catch Penny Motel renovations and also the MINUTE MAN VOCATIONAL SCHOOL was inspected. The school is o k. Jacqy and Officer Raboin will be completing their "seat belt" survey on Wednesday. HEALTH Mr Smith told the Board that a person on Wood Street may be apply- DIRECTOR'S ing for a horse permit. The regulations call for two acres for one REPORT horse but the person's property is under one acre, therefore, there is insufficient land. The Chairman asked about any more complaints from Vincent Bucca and the wood stove issue. Mr Smith said that is finished and he had written his report to the Town Manager. Mr. Smith said he is looking into standards for wood stoves Mr. Smith said we don't have the authority over the stoves. The Fire Department and the Building Department have their regula- tions for the wood stoves Mr Smith reported that we had a busy summer checking the town pools, all the semi-public pools He said he had checked out the Adams pool and could not find anything wrong with it All in all, we had a pretty good summer Mr. Smith told the Board that we are now getting ready for our flu immunization clinic. He said the vaccine in the fall will not protect against the Asian flu. It is Ann Arbor, Miss and Chile tri-valent Mr Smith said there is another being manufactured for December but it is for people 35 years or under The Board discussed how the School Department has come out with a policy on AIDS but has not contacted the Board of Health at all The Board was in agreement that some representatives of the school department should be invited in to the next meeting Mr. Smith told the Board that Seragen has moved to Hopkinton, Collaborative Research has moved to Bedford and has applied for a permit there, Genetic Research thought of moving to Lexington but has decided to go to Andover Andover has adopted Lexington's regulations Mr Smith told the Board that he had published the changes of our regula- tions in the paper Dr. Goldmann brought up the problem of the trucks at the Sand & Gravel Co on Adams Street He said the "noise of the backpup" of the trucks is annoying to the residents, as is the dust created from the business. Dr. Goldmann wants to know the proper approach to have something done about this The Director said he could complain to Air Pollution or to Burlington Health Department Dr Goldmann wanted to know if the town would represent the residents but the Director said "no" the residents have to have their input - they should start by banding together and complaining to Burlington as the sand pit is in Burlington or they can first talk to Lexington Police - maybe they could take it up with Burlington Mr. Smith told the Board that the sand and gravel company owns the road (Adams Street) One of the members said he knew Dr Castle of the Burlington Board of Health and he will talk to him to see what can be done. The big problem is that the sand and gravel company is in another town. Mr. Smith reported that the Hazardous Waste Day will be held on October 25th at the Public Works Building on Bedford Street. This year we will be having the Town of Lincoln join us as part of our program. Mr. Smith told the Board that there had been an article published in the Journal of Public Health in regard to a brochure that he had pre- pared and printed on "Social Functions and Catering/Church Functions " There have been many requests for this brochure from all over the country Dr Asarkof brought up the point that he feels some of these eating places in town should be closed down Places like Denny's, Peking Gardens and Maunder's are pig pens. Mr. Smith said that Denny's is bad He said we can bring them in for a hearing Dr. Asarkof said he gets complaints on a daily basis about the eating 501 7 places here in town. Mr Smith said when Jacqy goes out for an inspection and finds a place really dirty she sends them a "certified" letter telling them she wants the place cleaned up - then goes back in about three weeks for re-inspec- tion. A question was asked about Salmonella and the restaurants Mr. Smith said that if a place is just messy there is no reason to be concerned but if the food is not protected/maintained properly then we have to warn the food managers Mr Smith said that catering can also be a problem. We license all caterers and check where they obtain their food, how it is handled in travel, etc. Mr. Smith told Dr Goldmann he could get involved and give lectures to food handlers on communicable disease, food storage, etc. Dr. Finkelstein feels that this food business should really be taken seriously. Perhaps come up with a policy that we can enforce for all of these places and close them down for serious violations The Board suggested keeping a record of the violations and after the second time - bring them in for a hearing before the Board of Health Dr. Asarkof asked about doing something for Mr Lambie who retired from the Board of Health as a member and the Chairman recently. It was decided that the Board members and the Director would take Mr Lambie out to dinner at Cory's Restaurant one evening soon.
