BOARD OF HEALTH MEETING
JUNE 10, 1986
The meethly meeting of the Board of Health was held Tuesday, June 10,
1986 in Room G-15 of the Town Office Building Members present were Dr
Howard B Asarkof, Chairman; Mr James W Lambie, Dr Donald A Goldmann,
George A Smith, Jr , Director of Public Health and Jacqy Selway, SaniLarian
for the Board of Health.
Minutes of the meeting of May 27, 1386 were accepted as read
Jacqy Selway, Sanitarian of the Boare of Health told the members sne SANITARIAN'S
has been doing several routine inspections and also doing the halls, churches, REPORT
etc and vending machines
Jacqy also attended the Mass Environmental Health Meeting in Worcester
She attended the Neptune Benson Seminar in Rhode Island This was a
seminar on swimming pools
Jacqy also has been assisting George Smith, Director of Public Health
and Tom Raboin in the "Buckle Up for Safety" Program for Lexington Jacqy
and Officer Raboin attended the conference in Boston.
She and Officer Raboin are working on a sign to put up on each road
entering Lexington
Jacqy also has been inspecting the semi-public swimming pools and is
half way through at this time
She also assisted with the Rabies Clinic that had been held on June 5 and
6, 1986
Jacqy did the inspections at the Minute Man School Cafeteria and Bakery
before school closed down for the summer
At 7 30 p m Alex Castiello of the Castiello's Bakery came before the Board
to discuss his proposal for out-of-doors food service at his establishment at
1721 Mass Avenue, Lexington. Mr Castiello wants to have five tables
outside in front of his store
Mr Castiello said it would be the same service as inside - pick up a tray
at counter - get food and take it outside He has a busboy system, he said,
to pick-up and clean-up There are also going to be barrels outside for the
trash
Mr :,astiello said that he will have a minimum charge, as he does inside,
to sit down at tables on the outside He said the tables that he will be
using are fibre glass bottom and laminated tops (non-porous) beige in color
to match the awning Alex said that the Town Manager approved the tables

Dr Asarkof asked if Alex was going to hire any more help Mr Castiello
said "no" the help he has can do each other's jobs so they will have enough
help

Mr Smith told the Board that he could not recommend Mr Castiello be
allowed to receive a permit for outside tables at this time because of in-
spections not showing that the restaurant/bakery is maintained well
To start with - there has not been a screen door on the back door of the
facility This has been a problem for over one year and nothing has ever been
done about it
There were seventeen other violations consisting of critical violations,
violations of food protection, personnel violations, equipment & utensils
violations, general sanitary conditions of the facility
Mr Smith said after Jacqy came back this afternoon from the inspection
at Castiello's he went up there and he also found the place filthy, therefore,
he cannot recommend that he be allowed to have a permit for an outside cafe
When Jacqy and Mr Smith were both there they found the dumpster locked
and there was garbage, among it chicken parts, out on the back steps
Mr Castiello does not know why the dumpster was locked He said his bill
was paid and he had a copy of it to show the Board and Mr Smith
Jacqy said when she was there it was slack time an no one was making any
effort to do any cleaning
Mr Smith said if Mr Castiello cannot get the place cleaned up and
keep it that way he will advise the Board to revoke his permit to operate his
establishment
The Board voted not to give Mr Castiello a permit to operate an outside
cafe' at this time They told him he could re-apply in a few weeks
Jacqy told Mr Castiello she would like an idea of what Mr Castiello
plans to do in the future to keep his place clean after it is cleaned up of
its violations
Mr Castiello asked if he could have a copy of the tape of our Board
Meeting to play to his employees but the Board said they could not do that
but that he could send his employees down to the office and that someone
would play the tape for them. Mr Castiello agreed to do that
The Board told Mr Castiello that they would come back to inspect his
restaurant on the 19th of June
After further discussion Mr Castiello thanked the Board and retired
The Board discussed that the Human Services Committee and Coordinator
will be having a public hearing on June 19th and someone from the Board of
Health should be there to make a statement in regard to health services and
specifically in regard to the V N A.
Mr Lambie had written down what he felt should be discussed In the
existing program we should discuss the services performed and the cost in
regard to the V N A The Board has been discussing this program in regard
to the contract services they are giving the Board of Health

Mr Lambie would like to discuss the services now performed and the cost.
He said we should look at the current activity (a) case load and cost, services
provided, and the health/welfare aspects Future needs - (a) population be-
tween Medicare and Medicaid services needed Also, we should discuss the op-
tions - who will administer the program and who will the providers be
The Board would also like to give their recommendations. They said the
V N A. has been a problem and they feel it appropriate to make a statement and
have the Board's views known
