HomeMy WebLinkAbout1985-12-231 1 1 499 BOARD OF HEALTH MEETING DECEMBER 23, 1985 The regular meeting of the Board of Health was held on December 23, 1985 at 7:15 p.m. in Room 111 of the Town Office Building. Members present were: Mr. James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard B. Asarkof, D.D.S., George A. Smith, Jr., Health Director; and Sanitarian Jacqueline H. Selway. Jacqueline Selway, Sanitarian, reported that she had filled in for the Health Director while he was on vacation. She indicated that she had made SANITARIAN'S several re -inspections of establishments previously inspected by both she REPORT and the health director. She also was involved in a variety of complaints during this period in- cluding an overflowing septic system which resulted in the filing of a court complaint, a suspected gasoline discharge into a catch basin and the need to remove fish from sale at Maunder's Market when it was determined that they had not obtained the required fish license. She also reported that she was involved in a number of administrative assignments. Dr. Asarkof and Mr. Smith reported that the Lexington Biohazards Com- rDNA mittee had held their first meeting. The meeting was largely organizational, however, the technology was discussed. No chairman, however was elected, as one committee member was absent. Dr. Asarkof indicated that the committee was planning to meet with Seragen, at the next LBC meeting on January 7, 1986. Mr. Smith said that the status of Seragen with respect to their Spring Street facility seemed tenative at this point. There still appears some chance they may leave Lexington. Collaborative Research was also discussed and Mr. Smith reported that they are planning to submit a permit application. Continuation by their Lexington operation seems also to be in doubt as their lease at Ledgemont Lab expires in August. Also, they have expressed great interest in moving to Bedford. Mr. Smith indicated that he and Dr. Asarkof met briefly with representatives of the Genetics Institute of Cambridge on December 23, 1985. They are very much interested in renting space at Ledgemont Research Center now occupied by Col- laborative Research. Their plans include research that would not exceed con- tainment provided for under BL2 restrictions. Dr. Asarkof also brought up concerns of committee member Dan Fenn, with respect to the process by which the topic of rDNA was addressed within the town and how we arrived at the process that we are currently implementing. Mr. Fenn suggested that some type of news release be formulated. The information was forwarded to Jim Lambie to implement and discuss with the Minute Man publications. 500 VISITING NURSE A brief discussion was held on the matter of the VNA and the kinds and & COMMUNITY types of services provided to the Board of Health. Dr. Asarkof made a report HEALTH as to his investigation in health promotional visits. The Board came to the conclusion that the kinds and types of health promotional visits were not within the scope of public health as they perceive the issue and they unan- imously voted to discontinue these types of home visits. It was noted that Jane Tapia should be requested to attend the next Board of Health meeting so that this issue could be officially addressed. The Board requested that Mr. Smith bring this decision to the attention of the Town Manager during budget discussion. Some discussion was given to the issue of woodburning stoves, notably Mr. Vincent Bucca's complaint about a stove at 70 Cliffe Avenue belonging to a Mr. Wayne Southard. Mr. Smith indicated we had received a letter from Howard Wensley from the Mass. D.P.H. about the wood stove issue. Mr. Smith indicated he discussed this with Mr. Lambie and had sent a response back to Mr. Wensley. Mr. Smith also reported that letters had been sent to Senator Kraus and Representative Doran supporting legislation to investigate and study the use of wood stoves. Mr. Smith indicated that Senator Kraus had responded to our letter. Mr. Lambie reported on his investigation to date. He reported that he had visited the site on at least 8 occasions and had spoken to Mr. Bucca. He reported that he learned that the Town of Northhampton had passed regulations on wood stoves that he thought might be of interest to the Board. Mr. Smith distributed copies of the regulations he acquired from the North- hampton Board of Health. After a brief discussion it was felt that the Board should look at Mr. Southard's stove so that a final resolution to this problem could be made. The Board asked Mr. Smith to arrange an appointment with Mr. Southard so that all of the Board of Health members could review the operation of this particular stove. Mr. Smith arranged for the stove to be inspected directly after the completion of this meeting. A report is to be provided at the next meeting. REGULATIONS Mr. Smith reported that we have received working copies of these regulations FOR REPORTING and we will be implementing them accordingly.
