BOARD OF HEALTH MEETING OCTOBER 8, 1985 The regular meeting of the Board of Health was held October 8, 1985 at 7:15 p.m. in Room G-15 of the Town Office Building. Members present were: James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard B. Asarkof, D.M.D. and George A. Smith, Director of Public Health. SANITARIAN'S Mr. Smith told the Board that Debbie had finished her inspections and REPORT left him a list of places to go back to for re -inspections. She had gone to restaurants, markets, cafeterias, etc. that were due for their inspection and sent letters out telling what improvements had to take place before re- inspection. Mrs. Halko also had attended the Hazardous Waste Seminar at Harvard and also the "New Food Service Regulations" Seminar at the State Lab in Jamaica Plain, Mass. Mr. Smith said they had relaxed on some things and he is not happy about that so he is going to approach things as he has in the past. He said they are considering allowing "cooking" for the public to be done in residential kitchens. Mr. Smith said that Debbie wanted to thank the Board for all of their kindnesses while she was employed here. RIDGE ESTATES III Mr. Freeman had to re -file for his Ridge Estates III subdivision, Mr. Smith asked for another review of the plans but he said he doesn't feel it is necessary to bring Mr. Freeman in again for another review. Mr. Smith sent Bob Bowyer, Planning Director, a memo on Willow Ridge WILLOW subdivision, Mr. Bowyer said he only had a sketch plan/preliminary plan. RIDGE CASTELLI 194 LOWELL STREET COUNTRY SIDES MANORtesting table was done the other day and all other testings are coming out good. This will be a subdivision of Lowell Street) when it is completed. on this but it hasn't come back yet. 6 or 7 houses at 194 Lowell Street. (off Mr. Smith had sent Bob Bowyer something It has water, drainage, etc. The Countryside Manor apartment complex on Woburn Street does not seem to have any problems, -- everything has been done that has to be done. Water 493 Mr, Smith .reported that he spent all day Saturday after the hurricane HURRICANE making businesses throw out defrosted foods/refrigeratedfoods that had not GLORIA been refrigerated because of loss of electricity. Among otter places, he went to Stop 8Shqp, Friendly's, Gourmet Farms, Brigham's, the pharmacies, Denny's, etc. All ,retail display cases - all ice cream had to be thrown out. The rubbish companies were two days behind in the collection so the toil had two dumpsters put behind the town bark and anyone could bring up their defrosted/Unrefrigerated foods and throw them away there. The Selectmen reviewed the plans for a hazardous waste collection day. Town Meeting had allotted a total of $3500.00 for it but the total cost will HAZARDOUS be more like $7000.00. The Selectmen agreed to pay the total bill of $7000. WASTE COLLECTION The Hazardous Waste Collection Day will be on October 19, 1985 at DAY the -"Public Works Barn on Bedford street and the company contracted with this year is Clean Harbors to take the hazardous waste away at the end of the day. The town has pollution insurance in case something is spilled or if there is an accident. The influenza vaccine clinic will be held on Thursday, October 19, INFLUENZA 1985. Announcements have been sent to temples, churches, C.O.A, schools, CLINIC police, fire and the newspaper. If there is someone disabled that connot get into the hall, a nurse will go out to their car. Mr. Smith explained that we only have a limited supply of vaccine given to us by the state. Mediplex Nursing Home did not want vaccine last year so we did not get any for them this year. Now this year they requested two hundred doses of vaccine. We did not have any to, give them. We will not be able to run any make-up clinics this year, either. SANITARIAN The Ad for a Sanitarian is in the local papers and is going to go into AD the Boston Globe this coming Sunday. Mr. Smith hears that Collaborative Research is running on a deficit rDNA at this time and he thinks they may go back to Waltham. The Town Manager wants interviews for applicants for the LBC and IBC APPLICANTS Committees to get set up for next week. LBC - IBC Dr. Iclal Hartmann is interested in serving on a committee and so is a gentleman named Christopher Anderson. Dan Fenn is also interested in joining this committee. Mr. James W. Lambie, and Dr. Howard B. Asarkof, members of the Board of Health are available for the interviews. Dr. Donald Goldmann said anyone that the Board seems interested in that he would be glad to have them over to his house any evening for interviews. 94 Mr. Smith reported that Dr. Gerard and Dr. Parker came out and went to BROWN Clarke Street in regard to the bats that were in that area. They descovered BATS a colony of bats roosting in between 2 floors of a house. The bars get in between - under the roofs - up in the peaks. Lexington has some old type houses that the bats seem to like. Mr. Smith is planning to put a pamphlet together regarding bats. He said there should also be a campaign to get people to vaccinate their cats. Small brown and large brown bats are in this area. Mr. Smith said there is no way to completely eradicate bats but each per- son can have them eradicated off of their property. There can be as many as 100 bats in one colony. Vincent Bucca had come into pick up his literature on wood stoves. He WOOD wondered if the Board had come down to check out the smoke of the wood stoves STOVES in his area. I said I only know of Mr. Southard's stove but he claims the next door neighbor has one, also. Dr. Asarkof said they did promise Mr. Bucca that they would go in the fall and check this out so he and Mr. Lambie said they must go down there. Mr. Smith said that the state will not do anything - they don't feel that it is their responsibility. Mr. Smith explained to the Board that a few patients of Lexington Medical REACTION TO have had a reaction to the Td immunization vaccine, given by their nurses. Td VACCINE One patient had been hospitalized for a few days. The vaccine had gone out to other doctors but no other reactions have been reported from other physicians. we have reported this to the state and have supplied them with any in- formation we had. Mr. Smith is going to call Dr. Grady at the State Health Department to discuss this problem with him. Mr. Smith briefly discussed a resident running a clandestine operation - running a commissionary without a license/ermit. He sent a letter out to Leo ILLEGAL O'Connell of 23 Ivan Street and a letter also went out to Mr. O'Connell from FOOD the zoning/Building Departments telling him he must cease this operation. OPERATION VNA The Board did not like the report the VNA sent to them for the month of September. Besides the bill they only reported on 5 patients. Statistics did not come with the bill. Dr. Asarkof did not like two visits to a 24 year-old appendectomy to show how to change a dressing. The Board would like to know "how are they (patients) referred to VNA and How were these cases brought to their attention! do people call them directly? These visits should be prescribed by a doctor. The Board was in agreement that a letter should be written to the Visit- ing Nurses explaining what is required for a patient's visit to be covered under Board of Health payment. Dr. Asarkof said he will draw up a letter in this regard. 49: - Mr. Lambie said he had spoken with Bea Phear in regard to a town wide survey of residents - re: drug and alcohol abuse. Mrs. Phear has talked to Mr. William Blout, Director of Replace and is going to schedule a meeting with him. The schools and health department both feel there should be a survey, in regard to drug and alcohol abuse in town. The Board of Health is hoping the Human Services could set up a survey for the town.
