BOARD OF HEALTH SPECIAL MEETING
SEPTEMBER 4, 1985

A special meeting of the Board of Health was held September 4, 1985 at
7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building. Members
present were: Mr. James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard
B. Asarkof, D.D.S. and George A. Smith, Jr., Director of Public Health.
MOSQUITO Mr. Smith told the Board the mosquito situation this year has not brought on
UPDATE any problems. There have been isolation of a few Highland "J's" in different areas
but they are not going to amount to anything.
There have been 4 or 5 good applicants for the rDNA committee that is to be
rDNA formed. One works for D.E.Q.E., one goes to Harvard, Dr. Hartman, also, wants
to be on the committee.
Rumor has it that Seragen is going to move to Waltham, move out of the
Spring Street Lab.
Mr. Smith told the Board he had picked up two large brown bats - different
RABID days, on Clarke Street properties. Brown bats (large) hang around and hibernate
BATS all winter.

The report came back from the Lab - they were rabid. A cat had been in con-
tact with one so the owner had the cat re -vaccinated and the cat is in quarantine
for 90 days.
At 7:30 p.m. the V.N.A. Administrator, Jane Tapia, R.N. and Glenda Green,
R.N. met with the Board. The Board and the nurses discussed the methods and
reasons for the Board of Health visits. At this point the Board of Health has
no control over who they see, the reasons for seeing patients and the way cases
are reported to the Board.
After discussing this matter the Board told the nurses that B-12 shots are
not to be charged to the Board of Health.
The Board wants the doctors to write a "certification" for patients assess-
ments and they want a copy of each patient's certification. Doctors should
fill out a form and the Board wants a copy of each order for all the Board of
Health patients.
The Board wants an annual review of each patient and they feel they should
know the total that they service under Board of Health payments.
The Board told the nurses that they expect a report on every new visit.
Glenda Green asked if they could visit "all new born" babies like they
do in Winchester.
The Board said "no" that they do not feel it is necessary.

The nurses told the Board that they would like to close the East Lexington
Blood Pressure Clinic and have the C.O.A. Clinic one extra day. They said that
the C.O.A. Clinic is more popular.
The nurses told the Board that the Countryside Clinic is slowing down now.
The nurses would like to go to the C.O.A. Clinic more often.
Mr. Smith said he had told Mrs. Melcher she would have to request this and
show the reasoning for this request. Mr. Smith said he has never heard anything
from Mrs. Melcher in regard to this.
After further discussion the Board thanked the nurses for coming in and Mrs.
Tapia and Glenda Green retired.
Mr. Smith told the Board that our Animal Control Officer has resigned his
job so that he is looking for a new dog officer. He said he will have to take A.C.O.
time out of his day now to train a new dog officer and at the present time he RESIGNED
will be interviewing applicants.
Mr. Smith told the Board that Mr. Kenneth Goodman of 177 Grove Street is
tying into the town sewer.
Mr. Smith and Deborah Halko will be at a Hazardous Waste Seminar next week.
Mr. Smith is also going to an asbestos seminar shortly.
Mrs. Halko has suggested to Mr. Smith that when people want an inspection
for asbestos removal that they make this request in writing and at the same time
submit a floor plan.
Hazardous Waste Day is a little uncertain at this time. The town, through
the Board of selectmen, would have to appropriate more money for this.
We will be planning our flu clinic soon, Mr. Smith told the Board. He would
like to have it in September if at all possible.
Mr. Smith told the Board that there had been a wedding in Brockton recently
and eleven people attending the wedding including the bride and groom was stricken
with Salmonella. As it turned out, the caterer was a Lexington resident preparing
the food in her own home without a license from the Board of Health.
Mr. Smith said a "deli" wants to open on Marrett Road near Waltham Street.
He thinks he should be invited to come to the October Board Meeting to meet the
Board and see what his operation will be like. Mr. Smith said the trash problem
in the area of those stores is bad,
Dr. Asarkof said that Folsom's isn't very clean. Mr. Smith said that Folsom's
is renovating their store at this time.
Mr. Smith told the Board that Debbie Halko is making progress with Alexander's
Pizza Shop.
