One truck four trucks swimming pool and wading pool 481 Town of Lexington swimming pool - wading pool - instrumentional pool - Centre Playground diving pool Meeting adjourned at 9:45 p.m. BOARD OF HEALTH MEETING JULY 22, 1985 The regular meeting of the Board of Health was held Monday, July 22, 1985 at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building. Mem- bers present were: James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard B. Asarkof, D.D.S., George A. Smith, Jr.,R.S., Health Director. Minutes of the June 18, 1985 meeting were accepted as read. Mr. Smith, Health Director had sent Mr. Kenneth Goodman of 177 Grove Street GOODMAN a letter requesting him to come before the Board of Health at 7:30 p.m. and to 177 GROVE bring his plans and figures of septic system installation and also plans, figuresSTREET etc, to connect to the town sewer system. After all figures and plans were in SEPTIC the Board would decide whether or not to "grant the variance". Mr. Kenneth SYSTEM Goodman did not came into Board Meeting as requested. The Board discussed briefly that Mr. Goodman's septic system has failed, 48) he has put a new addition on his house and has made no attempt to come here tonight. Mr. Smith said he has been up to 177 Grove Street and nothing has changed. The Board was in agreement that if Mr. Goodman doesn't contact them they will "order him to connect to town sewer." Mr. Goodman will not be given his occupancy permit by the inspection department until everything is corrected, the building inspector said. Mrs. Deborah Halko, Sanitarian, was unable to come to the Board Meeting MRS. HALM, but left a written report for the Health Director to read or present. Mrs. SANITARIAN'S Halko had reported that she had been out and had inspected several food es - REPORT tablishments, has been inspecting and taking water samples (and preparing them - testing them in the lab). Debbie had also been to Conefections, a new cone store, for several in- spections, including the new Goodies to Go, (behind the Conefections), has inspected several times the Pasta, Etc., Etc., Etc., down at the Countryside. Debbie also checked out a fire at the Versailles, that was only smoke damage, no fire damage. Mr. Smith and Debbie also checked out the Lion's Fourth of July Carnival food booths at the Centre Playground. They has to hold up the opening for a couple of hours while they straightened out their problems at their food trailers. Mr. Smith and Mrs. Halko had each been down separately to 217 Mass Ave. There was a rat problem there and Mr. Smith did not know the reason for it. There was no garbage or rubbish around. The owner had it baited for rats. Miss Joan Halverson, Recreation Coordinator, has withdrawn her request for a variance in regard to the age of a lifeguard or two for the pools and Res. Miss Halverson was able to hire one lifeguard and is working "short" one lifeguard. The Board denied a variance to the Sheraton -Lexington to hire a life- guard that is under 17 years of age for their swimming pool. The state re- quires that lifeguards be 17 years of age. The Sheraton -Lexington has only one lifeguard on duty at one time and therefore they should be the required age. The variance was denied by unanimous vote of the Board. WOOD STOVE Mr. Vincent Bucca of 78 Cliffe Avenue came before the Board in regard COMPLAINT to his neighbor's stove. The neighbor whose stove he is complaining about BY MR. BUCCA is Wayne Southard of 70 Cliffe Avenue, Lexington, Mass. The neighbor's house is below Mr. Bucca's and when the wind blows the smoke blows onto his property and into the house, Mr. Bucca said and it is hard for his family to breathe. He told about the smoke, blackness from the stove on snow, etc. Mr. Southard was present at this meeting and told the Board that Mr. Bucca was exagerating somewhat on the smoke problems. Mr. Southard said he put his stove in legally and the inspection and fire departments approved it. 483 Final inspection was November 26, 1984. At the present time there are no laws governing or covering wood stoves. The Board feels air pollution standards should be established. Attending this meeting also was Donald Jenkins, builder; Jack Gardner and Martin Hopkins, residents; and Mr. Jack Edison of the Board of Selectmen because they thought the Board was going to discuss, in general, wood stoves. Mrs. Bucca also attended with her son. The Board was not discussing wood stoves in general although they feel there is a need to look into the problem at another time. Mr. Bucca presented quite a bit of written material including articles about wood stoves. Mr. Bucca said that he had gone to the D.E.Q.E. but they could not send someone to monitor the situation. The D.E.Q.E. does not log their complaints. Mr. Lambie said we do monitor our complaints but we only received one complaint last winter. Mr. Bucca is concerned about carcigens in wood -burning stoves but Dr. Gold- man told those present not to be too concerned about that because it has not been proven that it is dangerous. The Board's intention is to check out and investigate this specific com- plaint and the Board said not to be concerned if we do not act within a month because this problem will have to be studied. Dr. Goldmann asked Mr. Bucca if he was pleased with the way this is being handled and Mr. Bucca said "definitely". After a brief discussion Mr. Bucca thanked the Board and retired. Mr. Smith told the Board that the Hanscom Air Base has signed up with the East Middlesex Mosquito Control Project. MOSQUITO CONTROL He told the Board that 5 isolettes of Highland "J" were found in Bristol County. The Board was in agreement that mosquito control seems to be working. Mr. Smith told the Board if we use the "encephalitis" hot line this summer we will have to buy our own recording unit for the telephone. Mr. Smith told the Board that he had received a letter from Joan Melcher of the Council on Aging asking that they close East Lexington Clinic and add C.O.A. one day to the C.O.A. Mr. Smith told the Board that he sent a letter to Joan Melcher telling her that he would discuss it with the Board of Health as the Board is the one to decide whether the East Village is to be closed and a day added to the C.O.A. Dr. Asarkof said if they close the East Village Clinic that is one thing - but he cannot see adding any more time to any other clinic. The Board of Health has decided it is time for them to re -assess the town's interest in the Visiting Nurse Association. 484 The Board feels that the Visiting Nurses should come into the Board Meeting and defend their "home visits" on a "case to case" basis. Looking VISITING over the visits by the months the Board wants to know: 1) who authorizes NURSE the nurses to go on these visits, 2) why are Board of Health paying for ASSOCIATION "post partum complications, etc.? 3) colostomy instructions are usually given by the physician before the person goes home from the hospital so why do visiting nurses have to go out and if so, why should Board of Health pay for it? The Board told Mr. Smith to invite the Visiting Nurses Administrator into the next Board Meeting in September so that we can re -assess the town's interest and see what is happening with the town's part of it. Mr. Smith told the Board that the Visiting Nurse, Glenda Green called and said Hayden wanted her to do 25 mantoux's and have the Board of Health pay for it but he told her that Hayden would have to pay that bill if they wanted it done. Mr. Smith told the Board that the rDNA Regulations are ready to be published. He changed the penalty fee from $200.00 to $500.00 according to state law. Mr. Smith suggested the Board sit down with members of the Seragen and Collaborative Research companies to see which way )direction) they are moving as the regulations are passed. We want to work together with them within a time frame. Air Force Landfill - D.E.Q.E. found no cause for concern at Hartwell Place. Countryside Manor - D.E.Q.E. has not come out as yet. Vic Karian will be coming out tomorrow. Mrs. Lena Pesces says there is hazardous waste there but George said any testing that has been done did not show anything. Mr. Smith reported that they had picked up a rabid bat in a driveway. The resident owned a cat and did not know if the bat had bitten the cat. The cat had been vaccinated but had to be revaccinated and quarantined for 90 days. There has been a rat problem down at 217 Massachusetts Avenue. The owner removed the vegetation from the property and is having the property baited. Mr. Smith counted 30 rat holes in the yard. The "Res" water quality has been good for this time of year. The "Res" has been treated today for algae. The bid with a hazardous waste company is down to one bid. Mr. Smith isn't sure the $3500.00 allotted is enough to cover the cost. "Clean Har- bors" company has taken over SCA Services. Mr. Smith is not sure that we will be able to have a hazardous waste day this year. Mr. Smith thinks it is time to evaluate the hazardous waste program. The Lions Club carnival food trailers permits had to be held up for tow hours. One trailer needed a good cleaning and the other trailer needed a waste tank. Dr. Asarkof said Darrows Bookstore is selling homemade candy. He asked if they could do this without a permit. 485 Mr. Smith said they should have some kind of a permit and the candy should be wrapped and labeled. Dr Asarkof also mentioned that Castiello's back door is still open. Mr. Castiello had promised about two months ago he would put on a screen door and it isn't on yet and the back door is right near a dumpster. The Board will meet again on September 4th and September 10th.
