BOARD OF HEALTH MEETING
MAY 21, 1985
The monthly meeting of the Board of Health was held on Tuesday, May 21
1985 in the Public Works Office (Room 201) of the Town Office Building.
Members present were: James W. Lambie, Chairman; Donald Goldmann, M.D.,
Howard B. Asarkof, D.D.S. and George A. Smith, Health Director.
RIDGE Mr. Ted Freeman, Builder, came before the Board and reviewed his plans
ESTATES for Ridge Estates III again. When he submitted his plans to the Planning
III Board he did not, at that time, submit a set of plans to the Board of Health
and therefore, the Planning Board turned him down on a technicality. Mr.
Freeman has filed an appeal against the Planning Board.
The Board had already reviewed these plans but looked at them again. They
have no problems with them.
Mr. Freeman said that the Planning Board wants him to put in a hydrant and
that is no problem. Mr. Smith said that if the plan changes at all he wants to
have set brought into him.
Mr. Freeman said that he is re -submitting his plans to the Planning Board
through an attorney.
The Board wanted to know if there were any questions on the drainage and
Mr. Smith said that Mr. Freeman is pretty much squared away.
Mr. Freeman thanked the Board and retired.
BOARD NOTES The Board notes for the March 19, 1985 were accepted by the Board but the
April 16, 1985 notes had not been received by all Board Members.
"GRAY ROCKS" Mr. Smith of Boyd/Smith came before the Board with Joel Roos, Mr. Smith's
Project Manager. They had been before the Board previously with their plans
for their subdivision, Grey Rocks. They informed the Board that it will be
known as "Gray Stone" subdivision.
There will be 9 new homes on eleven lots. There will be all underground
services, includingcable lines. Sewer, water and drainage all approved.
Everything is designed to fit into the landscape.
The Planning Board will not be acting on this plan until after Conservation
does. Engineering has already looked at it and has not problems with it. Plan-
ning has reviewed it. Planning has an appointment with Smith/Boyd for June 3rd.
The plan tonight is dated May 5 - the one we had was dated March 28 so theT
gentlemen said for the Board to keep the plan they had there tonight.
The homes will consist. of one story and a basement.
After a brief discussion with Mr. Smith and Mr. Roos they thanked the
Board and retired.

At 8:15 p.m. Jane Tapia, R.N., came before the Board with Glenda Greene,
R.N. of the Visiting Nurses Association. They came before the Board to V.N.A.
discuss the Senior Health Monitor Program and how pleased they are because HEALTH
they feel it is working well.. MONITOR
Dr. Asarkof wanted to know how they are going to find people if they
plan to expand.
The nurses want to expand this program by going into the Emerson Gardens,
Battle Green apartments and the Captain Parker Arms apartments and offering
this program to the elderly.
They originally went door to door in the housing developments for the
elderly and introduced themselves after having obtained a list from Rita
Sullivan of the Lexington. Housing Authority.
The Board wanted to know what the Visiting Nurse Association hoped to
accomplish by coming before the Board. Was she looking for money? The Board
cannot authorize that.
Mrs. Tapia said no she wasn't looking for money but would like the "back-
ing" of the Board of Health.
The Board will give her their backing but they will have to find their
own funding.
After a further brief discussion Mrs. Tapia and Mrs. Greene thanked the
Board and retired.
At 8:30 p.m. Lisa Martins of Lisa's Finishing Touches came before the
Board. Ms. Sallie Hayward, massagist, that plans to work at Lisa's if she MASSAGE
can get a permit, also attended this meeting. PERMIT
A member of the Board brought up the question of her sending out a
coupon to have a "back" treatment at her salon.
Ms. Martins said that was a mistake on her part - that the coupon went
out. There have been no back treatments for six months although she said that
back treatment is .not a massage.
Lisa told the Board her massages are for beauty's sake only. If she feels
there is a problem she recommends they see a doctor.
Mr. Lambie asked Ms. Martins if she provides a questionnaire to her clients
and takes a history of them before she gives a massage. Ms. Martins did not
seem to take much of a history. She said she asks if they have athletes feet,
etc. prior to the massage.
Ms. Hayward said she would have a form for the clients to fill out as she
doesn't want to be sued.
The Board pointed out that Ms. Hayward seemed to know her profession and
has knowledge and Ms. Martins seems to be lacking in knowledge on this
profession.

Ms. Martins said if she ever meets with the Board again she certainly
will be more prepared thaft she is tonight.
Ms. Martins said that "massage" is only partly her professions where it
is Ms. Hayward's full time profession.
Just what will be the type of massage that will be given if a license
would be obtained, Mr. Lambie asked. I thought it would be "Swedish" massage.
We do not allow sports medicine massage or deep muscle massage.
It is massage for beauty and relaxation Ms. Martins said.
After further discussion the Board told Ms. Martins everything she does do
from now on will need a permit and they suggested she be more prepared at any
future meetings. She will need a variance, also, to operate a massage parlor
without a physical therapist on the premises.
MISCELLANEOUS
Ms. Martins and.Ms. Hayward thanked the Board and retired.
The Board discussed the "massage license" for Ms. Martins and voted not to
issue a permit and also agreed that they are against giving her a variance,
this would mean, if granted, that no physical therapist in the shop.
It is the Board's decision that it is not in the interest of public health
to grant this permit.
Ms. Smith will write Ms. Martins a letter informing her of the Board's
decision and will send a copy to Ms. Hayward.
Briefly, Mr. Smith commented on:
1) rDNA - Mr. Norman Cohen, Town Counsel, has not returned the final
draft as yet.
2) Breast cancer - Senator Kraus was not at the last meeting but these
meetings will go on for sometime. They are going to take another
year of data.
3) Prostrate cancer - It has been reported that Lexington has the
highest rate of prostrate cancer in the country. The Center for
Disease Control is looking into this.
4) Rabies Clinic - The clinic is all set for June 6th and June 7th.
Dr. Smith is supplying the Vets.
5) Health Fair only had 150 people there.
6) Our mosquito program is progressing. Linda Behar will have a display
for Discovery Day.
7) Restaurants - There were lot of problems with Minute Man Technical
Vocational School Restaurants. They are being taken care of.

Castiello's is cleaned up.
Pewter Pot is cleaned up.
Bel Canto's was filthy but is getting cleaned up. They are
planning to rebuild their kitchen.
8) A member of G.A.S.P. (a group against smoking) counted seats
in Castiello's and there were more than 50 chairs and not a
"no smoking" section. The Board of Appeals only allows 42
seats in Castiello's so some seats had to be removed.
9) Mr. Smith checked out.a trash complaint from a woman whose
parents live at 307 Bedford Street. The rubbish in the
house is terrible.
10) 91 Bow Street - asbestos problems there (contractor is from
Needham.
11) There has been a terrible odor up in the Hartwell Ave./Maguire
Road area. They are removing the pig manure from the DeFilice
property. (It is on the Bedford side).
12) Debbie is very busy between inspections of the restaurants,
vending machines and she also has started on the pool inspections.
