HomeMy WebLinkAbout1985-04-16BOARD OF HEALTH MEETING APRIL 16, 1985 The regular meeting of the Board of Health was held Tuesday, April 16, 1985 at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Buklding. Members present were: James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard A. Asarkof, D.D.S., Debbie Halko, Sanitarian and George A. Smith, Jr., Director of Public Health. Mrs. Halko told the Board that she found some illegal vending machine operation at Pioneer Electronics on Hartwell Avenue. She tried to contact the vendor but was unable to finelh?.m, she contacted the state and found that they did not have a state license. Pioneer Electronics does not want these machines there any longer so they are going to remove them. They had been put there by A & G Vending who in turn sold the business. 46 SANITARIAN'S REPORT Skip's Canteen was found by Debbie in town operating without a permit from the Health Department for catering. He came into the office then and applied for the proper permits. Mr. Smith inspected a day care center, Unitarian Church, for lead paint and also found asbestos there. Perk tests were done at the E.P.A. Building. There almost like beach sand that Mrs. Halko said we have have all been taken care of Pigeons at the Mews -- about this. a lot on Westview Street, this lot is across from was a high water table and there was sand that was the water went right through. had several complaints of rubbish lately and they Mr. Smith said that he is putting something together The definitive plan for Ridge Estates III was submittee to the Planning Board and should have been submitted to the Board of Health simultaneously but it wasn't. Mr. Freeman has since submitted it to the Board of Health and they have 45 days to review the plan. The Board will again ask Mr. Freeman to come into the Board Meeting. RIDGE ESTATES III This subdivision is on the backside of Moon Hill. Mr. Smith said he will ask them to come into Board Meeting, also. Mr. Smith has done some inspections and has found asbestos in the following places: 57 Tarbell Avenue, Unitarian Nursery School, 910 Mass. Avenue., 67 Reed Street, 58 Oak Street and 47 Somerset Road. Mr. Smith said he has had all kinds of problems at 910 Mass. Avenue with Asbestos because a landlord took a boiler out without notifying the Health Director. There is "more & more" of asbestos removal. Mr. Smith said he finds asbestos on routine inspections and it is not completely "in tact". He makes recommendations for repair or removal. ASBESTOS 46€ MOSQUITO CONTROL HANSCOM AIR BASE OIL SPILLS HEALTH FAIR DENTAL EXAMS LEAD PAINT SCREENING RABIES CLINIC -2- Mr. Smith told the Board that he requires a person or company submit a plan before they start the work on removing of the asbestos, or repairing it. Dr. Gal.dmann said he didn't think it was too well publicized that a person must let the Board of Health know what their plans are for repair or removal. He said most people are not aware of what they should do and he feels an article should be put in the newspaper making people aware of this procedure for repair or removal of asbestos. Mr. Smith told the Board that he had a meeting with Captain Gaxsetter of Air Force Base. The Captain was not aware that the base medical department should be reporting communicable diseases and dog bites to us. These communi cables are for Lexington residents that go to the base for treatment. The dog bites should be reported to whatever town the dog resides. Mosquito control at the Air Base is interested in joining E.M.M.C.P. They wanted Mr. Smith to write a letter to the base about mosquito control, etc. and Mr. Smith did this but he does not think they will vote to go into the project. Up until now all Hanscom does now for mosquitoes is spray. Mr. Henley could get in there and do some work all around the Minute Man Vocational Technical, School. If the base does vote to go into the mosquito control they could not join until October 1, 1985 because that is when their fiscal year begins. Mr. Smith said that the three oil spills are are at various stages A Dunback Meadow resident is fighting "paying" in court. Oxford Street house owner whose oil tank leaked into ground, is fighting his case. Town of Arlington - doesn't want to cooperate. The Health Fair sponsored by the Symmes Hospital will be Saturday, May 11. Dr. Asarkof told the members that six private dentists were going to hold a "dental exam" eveings for people 65 years of age and older. Mr. Smith told the Board that the "action level" for read paint has been decreased by the state. Mr. Smith said we have had screenings in the past, these screenings can also detect anemia. In the eleven years that Mr. Smith has been here in the Health Department he has never had one case of lead poisoned child. Mr. Smith told the Board that our rabies clinic will be held in early June June 6th to be exact. He has contacted Dr. Smith in regard to this and they will be meeting soon. Mr. Smith is thinking about having the clinic for just one day but is a little reluctant to do so. There have been several rubbish complaints about the centre area. Mr. Smith has talked to the Chamber of Commerce about this and they will put some- thing in their newsletter. 1 1 467 -3- Mr. Smith said the dumpsters at._CVS are gone. It was a record low year for food places on Patriots Day. Each food PATRIOTS place has to be sponsored by an organization. DAY Two canteen trucks came in - Mr. Smith said but they were kicked out. There were 3 pancake breakfasts the morning of the holiday. The Board and the Director said they all have to get together with the rDNA RDNA group to prepare for town meeting. It has been decided that Dr. Asarkof will introduce the article. Dr. Goldmann and Dr. Quick will speak at Town Meeting. The Board told Mr. Smith to send the final draft of the RDNA regs to Norman Cohen, Town Counsel.. Mr. Smith said we had originally stopped Lisa from advertising with a coupon for massage and now she has one for a back treatment. MASSAGE PARLOUR Mr. Smith read a letter from the National Institute of Massage. Mr. Peter DiMatteo said only 8 people at a time can be there if the massage parlour goes into being. This also a place now where one can relax, have nails done, waxing, etc. Mr. Smith said we will have to make a decision on this. The Board thinks we should invite Ms. Martins back to Board Meeting. We will have Ms. Martins explain herself and what she is doing up there. Replace: The Board discussed briefly drugs and drug abuse. Dr. Goldmann thinks the Board should have some people in from RePlace and see what they are doing to preserve the physical and metal health of the high school kids. The Board should do some publicity on drugs and alcohol abuse soon. It should be kept low key and try not to make a big deal of it.
