HomeMy WebLinkAbout1985-02-20456 BOARD OF HEALTH MEETING FEBRUARY 20, 1985 The monthly meeting of the Board of Health was held Wednesday, February 20, 1985 at 7:15 p.m. in Room G-15 of the Town Office Building. Members present were: Mr. James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard B. Asarkof, D.D.S., and Mr. George A. Smith, Director of Public Health. The minutes of the January 21, 1985 meetingwere accepted with one correction. In regard to Mr. Chris Bejorian coming into the meeting asking for a variance to sell a new product to the owners of hot tubs, etc. to be used instead of chlorine. The secretary omitted to say that this variance was denied by the Board. Correction made. Mrs. Debbie Halko, Sanitarian for the Health Department, told the SANTARIAN Board she had the opportunity to tour the Natick Labs facility, a REPORT military research and development installation. She saw how they freeze dry and package food for soldiers and army personnel on maneuvers or training. Following the tour there was a presentation on army clothing designed for various activities and for all climates. Research continues in this area to improve clothing worn in the field to provide more ease of movement, warmth or ventilation. After the tour Nancy Ridley, Director of State Food and Drug gave a presenta- tion on proposed changes in State regulations for food service and retail food establishments. Mrs. Halko told the Board she had gone to the Town of Brookline and observed several housing inspections and obtained useful information on investigating com- plaints and violations. Debbie's routine inspections during the month included several food establish- ments and church kitchens. She also went to investigate a complaint against Castiello's that proved unfounded while she was ther Mrs. Halko found several areas requiring improvements that she discussed with the owner. The Board of Health adopted the temporary food service regulations as they stand and they are to be published. Sallie Parson Haywood has applied for a license to be a masseuse at Lisa's Finishing Touches on Bedford Street. There are two considerations for this (1) a masseuse has to work in a "licensed" establishment. (2) Ms. Haywood will have to come before the Board of Health and supply the Board with more information. Ms. Haywood was licensed as a masseuse in the City of Waltham and MASSEUSE Dr. Asarkof said he had checked with the Waltham Police and found that LICENSE she had excellent references. Ms. Haywood's license (if she was to receive one) would have to be pending until the establishment that she plans to work for was issued a license to operate. Ms. Haywood would like to go into people's homes to massage but the local Board of Health Regulations does not allow this. 45 t? 2-20-85 -2- The Board of Health would like a list of people (names and addresses) that know Ms. Haywood. The Board's decision was to invite to the next Board Meeting the owner of Lisa's Finishing Touches and also Ms. Haywood. COUNTRYSIDE Mr. Peter Kelly and Mr. Dick Perry wants to build 52 apartements in the MANOR Countryside area. The past owner said there is hazardous waste material in the ground there but Mr. Smith said they dug into the ground and found nothing. This property has a high water table so these houses will be built without cellars. rDNA The past owner of this property was always interested in what was going on at Winning Farm because she felt it would make a difference in the price that she could get for her property. She keeps saying now there is "bad stuff" in there but she has no explanation of what it is. Mr. Lambie told the other members of the Board that the Board of Selectmen would like to meet with the Board of Health soon (before town meeting) in regard to DNA, etc. The final agenda item rDNA was opened for discussion. Specifically the Board reviewed the proposed draft regulations of the rDNA Advisory Committee dated 11/15/84 with respect to revision. After review the Board made the follow- ing changes: A new section 1. entitled "Applicability" was added. A new section 2. entitled "Definitions" was added and included items (a.) large scale, (b.) significant deviation and (c.) guidelines. Section 3. Lexington Biohazards Committee (LBC) was modified as follows: In item (a) and (b) (3) the word technology was removed. A new item (5) was established. In item (6) the term "where rDNA is used" was deleted. Item C. was modified to add terms of service of appointees. Section 4 Institutional Bio Safety Committee (IBC) Section (a), (b) and (d) were rewritten. Section (e) "Minutes of Meetings" was deleted and replaced by the term "all information". Section 5. Permits Item (a) word "technology" and the term "institutions receiving such permit shall use the technology only as specifically set out in its permit application" was deleted. Item (b) (2) was revised to read "A listing of all organisms, containment levels, decontamination procedures and large scale culture volumes to be employed. 457 -3- Item (5) the term "and food service establishments in the same building was added after the work "facilities". Item (7) (b) the word the was deleted and the word technology was replaced by the word use. Item (8) was re -written Item (11) was deleted. Section (5) section (c) and (d) were re -written. Section (6) Inspection and Review. Item (a) was re -written. Item (c) and (d) was deleted. Item (f) was changed to a new section (c) and was re -written. Section (7) Restrictions A new Section (7) was added Section (8) Penalties Item (8) (b) the word "technology" after rDNA was replaced with the word "use".
