HomeMy WebLinkAbout1985-01-21451 BOARD OF HEALTH MEETING JANUARY 21, 1985 The regular monthly meeting of the Board of Health was held Monday, January 21, 1985 in Room G-1 (Recreation Office) of the Town Office Building. Members present were: Mr. James W. Lambie, Chairman; Donald A. Goldmann, M.D., Howard B. Asarkof, D.D.S., George A. Smith, Jr., Director of Public Health and Mrs. Deborah J. Halko, Sanitarian. The Board accepted the minutes of a November Board of Health Meeting written .y George Smith, Health Director. At 7:30 p.m. Mr. Chris Bejorian of Spa Labs came before the Board. Mr. Bejoian has a new product "Crystaline" he is trying to get the Board. of Health to approve so that it would help him to get state approval to sell this product to hot tub/ whirlpool operators. Mr. Bejorian feels that he has a vital product but it needs the sanction of a Board of Health, the D.E.Q.E. said. Mr. Lambie said we are not the Board thatyou should be asking to be a vehicle for this product but feels he should be writing to the state for testing. The Board feels the chlorinator has worked successfully in pools and hot tubs and a tablet and skimmer is not going to do the job. After further discussion Mr. Bejorian said he appreciated the Board seeing him, thanked the Board and retired. At 8:oo p.m. Mr. Fred Goodrich of Barnstead, New Hampshire, owner of property at 32 James Street came before the Board. Mr. Goodrich has a potential buyer for this property but he is having a septic system problem. He is requesting a variance from tying into town sewer from the Board of Health because he feels it would cost too much money to connect. He would like to put in another septic system. The regulations are stated: If there is sewer on the street and there is a problem with the septic system one must connect to town sewer. There is a lot of ledge on Mr. Goodrich's property so the Board feels that a new system could be very costly, anyway. The Town Engineer, Frank Fields and the Superintendent of the Water & Sewer Department, Richard Spiers, feel the house should be sewered. A new system could be put in and in one year there could be problems - depending upon the ground conditions so the best solution is to connect to town sewer. The Board said they could not approve a new system without first seeing the results of a detailed engineering study of the ground conditions. The Board totally agreed that this house should be tied into town sewer and therefore denied a variance. Mr. Lambie told Mr. Goodrich that is the best solution to this problem. Mr. Goodrich thanked the Board and retired. 45 -2- SANITARIAN'S Mrs. Halko told the Board that she has been doing routine inspections ZEPORT of all motels, all the church kitchens, a pre -opening inspection of Sebastian's she also did a lead paint inspection at the Trinity Covenant Church Day Care Center, she has done several asbestos inspections on resident's homes, went to the Peking Gardens Restaurant for a fire follow-up inspection. There was a "grease" fire at 11:30 p.m. at the Peking Gardens one evening and one of the employees received second degree burns. Mrs. Halko said they did a good job of cleaning up and they are still working it. Mrs. Halko said the Sheraton -Lexington Motel was in good shape and the Catch Penny Motor Inn is renovating. Mother Earth has shown some improvement in the basement area. Mr. Smith said that he and Mrs. Halko should go all through the Mews to check the restaurant, ventilation, etc. Mrs. Halko has written several articles for the current newsletter that is now being put together. Articles on proper storage of deli foods, no smoking for food establishments, proper methods for sanitizing slicers and cutting boards. The Board appointed Mrs. Halko a special agent to sign death certificates and make out burial permits in the absence of the agent. THE HAMPTONS At 8:30 p.m. Mr. William Smith of Boyd -Smith and Mr. Joe Roos came before the Board to briefly discuss the new subdivision called The Hamptons located on Concord Avenue. There are seven lots to this subdivision. Mr. Smith will be going before the Planning Board tomorrow evening and if it is passed as a subdivision they will begin the building of two houses in April. Conservation is concerned about a small area of wetlands on the property. It has to be passed by Conservation before they can start building. The Board of Health did not have any objections because these houses will be town sewered and will have town water and the drainage is very good. Mr. Smith said that Stearns of New York is the architect for this sub- division. The Board briefly discussed the WSI's and the ages of the lifeguards. Ms. Halverson hopes to be able to offer better money this year to pay the lifeguards. "FINISHING Mr. Smith went up to"Finishing Touches" and check it out. The place was TOUCHES" clean, well lit. They were doing some waxing. Mr. Smith told her she would have to change her ad's advertising that she does massaging. Lisa plans to come before the Board.to get a license. OVERFLOWING Mr. Smith reported that he had to issue an order "on an overflowing septic SEPTIC system" to connect to town sewer. They will have to keep pumping the system SYSTEM out until it is connected. Dr. Goldmann said he thought we had pretty much discussed water manage- ment, etc. 1 1 1 -3- There has been nothing about mosquitoes from the state this year. Dr. Grady had said he would be sending out a letter in February. It has not come as yet. The Board said they could always request Dr. Grady to send a letter in regard to the mosquito population, etc. to present to town meeting this year. Mr. Smith told the Board that the new increases in prices of licenses and permits were legally printed in the Lexington newspaper and that the swimming pools and retail establishments were now $50.00. 45 MOSQUITOES Mr. Smith said there have been calls regarding toxic waste at Hartwell Place and the Air Base. The Air Base is investigating as it is either on the base or on Massport property. There will be more of an impact on Bedford and their water. They do not have any idea what it is at this time. The Board wants to meet primarily to discuss the rDNA proposed regulations and the public hearing. It seems that Ann White's proposal has brought out people trying to get on this Lexington Biohazard Committee that has been proposed.
