HomeMy WebLinkAbout1984-05-151 1 425 BOARD OF HEALTH MEETING MAY 15, 1984 The monthly meeting of the Board of Health was held Monday, May 14, 1984 at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building. Members present were: Mr. James W. Lambie, Chairman; Dr. Linda Roemer, Dr. Donald Goldmann, George A. Smith, Jr., Health Director and Mrs. Deborah Halko, SMnitarian. Minutes of the March 28 and April 18th meetings were passed as read. Dr. Roemer told the Board she had received a call this evening from Betty Clark of the League of Women Voters. She wants to propose at town meeting this evening that the "Hazardous Waste Day" monies be put into the operating budget of the Board of Health. If the Board has any objections someone can go over and tell Betty Clark befor 8 o'clock, Dr. Roemer said. No one on the Board objected to Betty Clark's doing this. Deborah Halko reported to the Board that she has completed the inspections of the social clubs. She has started to inspect the Lexington school cafeterias. SANITARIAN'S REPORT Debbie is also preparing articles for the June newsletter for the food establishments - tips for foods served outdoors - tips for preparing mixed foods (potato salad, macaroni salad) keeping perishables below 45°F. Debbie is also preparing a pamphlet on cockroaches that will soon be going to the printers. Debbie will be starting the swimming pools soon. Mr. Smith brought up the subject of lifeguards. He said the State LIFEGUARD Regulations were printed this year stating that Red Cross requested life- AGE REQUIRE -- guards had to be at least 17 years old. When Mr. Smith looked into this MENT the state said this was an error having printed it as 17 years, but they were not going to reprint it. Mr. Smith said Joan Halverson, Recreation Director, is asking the Board for a variance as she has hired two - sixteen year old lifeguards and one 17 year old. The Board will give this variance for one year only and suggested that Ms. Halverson use the 16 year olds at the "Res" bathing beach, if possible. The Board said next year she should hire 17 year old personnel. This variance does not cover the semi-public pools around town because they only have one lifeguard on duty at one time. Dr. Goldmann wanted to know if day care centers need a food inspection? They do, said the director, if they serve lunches. Most day care centers provide juice and crackers only. If they provide lunches, refrigerators need to be provided. 42 Dr. Roemer wanted to know about giving a food handlers course for people to be hired in a food establishment. Perhaps we could "contract out" for someone to come in and give one. There is an organization N.I.F.I. that does this. Some towns withhold licenses of food establishments until all food handlers have taken a food handlers course. It seems to be a little difficult to enforce because employees keep changing. GREEN & Mr. Smith told the Board that the developers of the Green & White land WHITE came into the office with their definitive plan (100+ houses). He will LAND write them a letter and invite them into our next board meeting, Mr. Smith said. This piece of land is approximately 200 acres, but it is not all buildable. It is not the choicest piece of land but they are working it out. MAPLE This is a four or five lot subdivision. The Planning Board apprived TREE FARM this subdivision without anything from the Board of Health. Nothing had been submitted to the Board from the owners or builders of this piece of property. CATALDO LANDFILL The State law requires the plans to be submitted simultaneously to the Board of Health, Planning Board and the Town Clerk. Mrs. Jayne Tapia, Administrator of the Visiting Nurse Assocation came before the Board at 8:00 p.m. to discuss next year's budget, Fiscal Year 85. The V.N.A. wants to raise their hourly rate from $18.00 to $20.00 per hour. She said that at $18.00 they are really undercharging. It should be at least $21.00 per hour but she is only putting in for $20.00 per hour for FY/85. Fiscal Year 86 she will be submitting a request for $23.00 per hour. She said when the volume of service goes down, costs go up and there has been a 29% reduction of service hours. The C.O.A. is relocating to the Muzzey Jr. High property site and as Mrs. Tapia understands Lexington Medical Associates are going to have an office there. Mr. Lambie said this may reduce the number of people that the C.O.A. would have at their well -elderly clinics. Mrs. Tapia said she will send in a copy of the new contract for review. Mrs. Tapia asked Mr. Smith did he want just one nurse at the Rabies Clinic: He said that one nurse was sufficient to fill syringes. He said that next year he is going to run the rabies clinic just one day. Mr. Lambie thanked Mrs. Tapia for coming before the Board. Mrs. Tapia thanked the Board and retired. Mr. Smith told the Board that there was an article in the newspaper two weeks ago stating that Mark Moore is purchasing the Cataldo land on Bow Street. This is the land that the Board of Health has been giving Mr. Cataldo a permit "to operate the Agriculture Land Improvement Program on his farm". It has been heard that Mr. Mark Moore wants to build single family homes on this land. 1 1 If this land is sold we should revoke the Board of Health permit allowing fill to be brought in there. Mr. Smith said a letter will be sent inviting Mrs. Cotaldo into the next Board Meeting. Mr. Cataldo passed away during the last year. 42 Mr. Smith had a draft of a letter written by Town Counsel, Norman Cohen, DRAFT to the Raytheon Company in regard to the"non-smoking" by-law that the Raytheon LETTER Company refuses to enforce. TO RAYTHEON The Board read it over and told Mr. Smith to have Mr. Cohen send it to the Raytheon Company. Mr. Smith reported that the Health Fair that was held May 6, 1984 was fairly successful. The "foot screening" really went over well. The breast screening for lumps screened 38 women and 9 were likely suspects. The fair had to be extended for 11 hours to accomodate people - so all in all, it was successful. HEALTH FAIR Dr. Goldmann suggested that next year they should add a "melonoma" screening to the health fair. The Board thought that was a good idea. Dr. Chabot's Assistant Veterinarian, Shanley Read, decided he did not want to do the rabies clinic this year. Mr. Smith had to call Lexington -Bedford Animal Hospital and ask Dr. Howard Smith if he could use his services this year. Dr. Smith was willing to oblige RABIES us and will send a vet and handler each of the two days that the clinic will CLINIC be run. In regard to Mr. Litant's interest in the increase of breast cancer surveys, his wife's death this past year has had him contacting the Board of Health. EPIDEMIOLOGY The Board has been trying to come up with answers but they feel it is SURVEY too large a problem for them to handle so they have decided to send a letter to the state saying "these are the facts as we know them and this is the man's concern". They will also notify Mr. Litant that they are investigating his claims. Dr. Roemer said there is not much more we can do with this. Mr. Lambie said he will draft a letter for the Board to send to the state. The office is busy with getting the permits ready for the food booths for Discovery Day. The Parents Concerned About EEE will have a booth again DISCOVERY this year. DAY The Committee is moving along with their meetings on RDNA. The meeting notes are being typed each week by the Manager's Office Interns. RDNA ADVISORY Sheldon Krimsky will be coming in to speak this week and Bernice Joyal, COMM. Commissioner of Public Health for the City of Newton, will be coming in two weeks. The next meeting will be June 18, 1984.
