BOARD OF HEALTH MEETING
MARCH 28, 1984
The regular monthly meeting of the Board of Health was held Wednesday,
March 28, 1984 at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office
Building. Members present were: Mr. James W. Lambie, Chairman; Linda Roemer,
Ph.D., Dr. Donald A. Goldmann, and George A. Smith, Director of Public Health.
Minutes of the February meeting were accepted as read.
The Sanitarian's report was given by Mr. Smith because Mrs. Halko was ill.
Mr. Smith said that Mrs. Halko is concentrating at this time on vending
machines in cafeterias. Debbie has been setting up appointments with SANITARIAN'S
someone from the food services to be there to open the machines. REPORT
The Dunfey Corporation sent a letter stating they are going to make a SHERATON
sewer connection for the Lexington -Sheraton. There had been another break/ SEWER
blockage around the 8th or 9th of March. The connection to the sewer should CONNECTION
be completed in a month or two.
Mr. Smith had checked the preliminary plan for the Ridge Estates and RIDGE
said sewer and water are available. Mr. Freeman will have to go to the ESTATES
D.E.Q.E. to extend the sewer. All subdivisions have to de this now.
This plan from Ginn & Co./Xerox Corp. has to go upstairs to be reviewed. GINN &
They can by-pass the preliminary plan and submit a definitive plan. COMPANY
Mr. Smith doesn't have any hard or new data in regard to Raytheon.
Mr. Lambie said we should have had the wording of the town meeting by- RAYTHEON
law in regards to non-smoking areas in restaurants to say "food service CORP.
establishments" instead of just restaurants.
Raytheon does not want to comply in their cafeteria with the no -smoking
sections.
The Board said that the thing to do now is to get Norman Cohen, Town
Counsel, to keep right after this.
Mr. Smith explained how Dr. Howard Smith had written to the town manager RABIES
wanting to do the rabies clinic for 1984. CLINIC
Mr. Smith said, that in the past, Dr. Smith had indicated he was not
interested in our clinic and he has already asked Dr. Chabot's assistance to
participate in our clinic for this year.
The Board said to write to Dr. Smith and tell him we will consider him
for the clinic in 1985.
The state has sent a form to us to be filled out for each establishment EDB
checked for EDB. FORM
There are 4 new houses being built at Hayes Lane/Fletcher Avenue. The water
line to that area is a dead end line.

The neighbors in that area are upset because of the color of the water.
There is bacteria in the water and the D.P.W. is looking into the problems
of this area.
MOSQUITO The Board and Mr. Smith will be preparing something on mosquito control
CONTROL for town meeting.

Dr. Goldmann wondered if, in additon to tracking the mosquito population
what about tracking the virus. We could have a large population of mosquitoes
and no virus in town.
This is the third year of the "cycle" and the season was ended with
virus around.
The control efforts last year of Lexington and some of the surrounding
towns was helpful to the mosquito control program.
The $19,000. in the warrant for Health is a little misleading. Mr. Smith
said - $11,000. is for mosquito control and the $8,000. is for the Health
Dept. budget.
Mr. Smith said the Air Force may pay for our educational literature this
year.
Mr. Lambie said when we are preparing our report for the town meeting we
should list the pesticides we will be using and be prepared to answer any
questions.
Dr. Roemer said our report for town meeting should be made very simple -
so much money for larviciding, so much for water management, etc. We should be
prepared to answer any or all questions regarding mosquito control and the
Board feels that David Henley, EEMCP should be in attendance, also.
Town Meeting will not be getting to the financial items until April 26th
or April 29th. The Board will be working on a mosquito control statement
before they go to town meeting.
The Board of Selectmen turned the RDNA project over to the Board of Health.
The Board decided that they should get an advisory committee together
with one Board of Health member on the committee. They have to find people
with expertise in this field.
The town manager made an announcement they are looking for qualified for
this committee.
Dr. Goldmann said there must be 50 people in town qualified for the oommittee.
When the committee is picked, if the Board feels that they need more..know-
ledge, they can always find a qualified person to help. Dr. Goldmann has a name
of someone who is high up at Collaborative Research who could answer questions.
They will need about five volunteers and one member of the Board of Health.
Dr. Goldmann will represent the Board.
After the committee is established all meetings will have to be posted at
the Town Clerk's Office.

The Board of Health will pick members of the committee and will establish
the RDNA Advisory Committee
