3oard of Health Meeting
February 13, 1984
The regular meeting of the Board of Health was held Monday, February 13, 1984
at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building.
Members present were: Mr. Ja,es W.Lambie, Chairman; Michael S. Erdos,M.D.,
Linda Roemer, Ph.D. and George A. Smith, Jr., R.S., Director of Public Health.
Minutes of the January 11, 1984 meeting were accepted as read.
RIDGE Mr. Smith told the Board that over in the Ridge Estates area someone had RIDGE •
ESTATES boticed and brought to his attention a discharge and odor in the brook that looks ESTATES
like sewage.

Mr. Smith said last week he had a machine dig and he found a pipe inground
around 18 feet long. He doesn't really know what it is because there is no cess-
pool or septic system in that area - pipe doen not Lead into the brook.
Mr. Smith said D.E.O.E. would not do water samples for him.
Dr. Roemer said perhaps it should be tested. Mr. Smith said he thaught he would
do that.
Mr. Smith told Mr. Lambie he would like him to go over there with him and take
a look at it.
This lot has been sold and someone will be building on it. Everything• 152 Old
will stay the same. They will collapse the old system and build a new septic Spring,

There has been a recall on many items that has EDB (Ethylene Dibromide)
in them. EDB RECALI
The state proceeded with the recall of these items and Mr,.Smith and Mrs.
Iialko, Sanitarian, checked out the markets and convenience stores. There were
no items on the shelves with those particular codes. Most items had been removed.
Mr. Smith had received a call from the State on Friday, February 10th saying
"to hold" on banning of the products. It was going to court and a decision should
be made on Tuesday, February 14th.
The Board of Appeals has turned down the owner of the lot on Piper Road to
build a four bedroom house.
The owner, Mr. Erickson, is trying to buy some land there from the State. PIPER
Mr. Smith said he doesn't know why Mr. Erickson wants to build there -he owns two ROAD
or three lots across the street he could build on.
Raytheon has not set aside a section for non-smokers and seem to be aspirated
with the whole idea. They had their Cooporate attorneys looking at the whole RAYTHEON
situation. NO SMOKING
AREAS
Mr. Smith said they claim smoking is down and that they have taken out three
or four of their cigarette machines.
They have never conducted a survey to see how many employees could use a non-
smoking area.

Mr. Smith said that Raytheon is not "in compliance" at this time.
Mr. Smith said that ten days before the next meeting he will send Mrs. llalko
to check the Raytheon cafeteria out for a non-smoking area -if they are not in complian
at that time we will bring them to the next board meeting.
Mr. Smith said that Gracies has finally complied. 'Alen Mrs, Flalko went back
for re -inspection they had a section set aside.
CANCER The Board briefly discussed the "cancer Survey" and Mr. Litant. Dr. Roemer
SURVEY said that a letter should go out to Mr. Litant stating that they were looking
into the situation. She said she would draft the letter to be sent.
MR. FRIEDMAN Mr. Smith explained that a couple of residents have filed a form with the
APP'T tocsin clerk that they do not want to be sprayed on their property for mosquitoes.
He explained that the forms came from the Audubon Society and the resident must send
it certified mail to the Town Clerk before March 1,1984. The names and addresses of
their abuttors must also be included. They have to distinguish, also, their prop-
erty by some method. The two people that filed had stated that their's would be
white rags flying on top of a pole.
At 8:p.m. Mr. Friedman came before the Board. He explained how he had filed
with the Town Clerks office that he did not want to have mosquito spraying on his
property.
Dr. Erdos said that we accept his comments. He did explain that he thaught
the form that the Audubon Society has put out could stand some improvements, es-
pecially for The Town of Lexington. We would prefer to make some changes.
Dr. Erdos told Mr. Mr. Friedman there are a number of commercial pesticide
operations around that should he checking with the Town Clerk's office to see
who had filed for no spraying.
The board explained to Mr. Friedman that they had no intention of ordering
spraying if they don't feel there is a need for it. If they feel the threat of
'EE is around this year, then they will have spraying but they monitor the mosquito
spraying program pretty closely.
4r. Friedman's feeling is that he thinks the State should control the program
rather than a local town.
The 3oard explained to him that when the State gets involved they will come
in and spray everything and the town will lose control over the program completely.
They explained it is better for the town to have control over this program. They
told Mr. Friedman that there was `LE2 around last year and that the State just sat
back and did not do a thing. `7e started our own program and followed the situation
closely and we are able to control the mosquitoes.
The 3oard explained again how it is better to control the program locally
rather than depend on the State.
Mr. Friedman said that the Board was doing a good job!!!!

The 3oard discussed that they should start doing some preparation for the
Town Meeting in regard to mosquito control, that begins on April 2nd of this year.
The '3oard feels that more preparation will be needed than just the March Board Meeting.

Mr. Smith suggested that they should get together and have one of mosquito
their afternoon meetings to discuss this in depth. control
The Hoard felt that they were right last year in the prediction
that EEE would be carried by the mosquitoes in this part of the State.
They feel that it is time now to prepare for this year.
They agreed that in a report for the town meeting they should
stress how the spraying of pesticides was helpful, and also all the
drainage work, water ,management and back packing in the woods away
from the population was also a large part of keeping the mosquitoes
down.
Mr. Smith said Dr. Grady indicated a letter would be going out this
week to the Boards of Health in regard to mosquitoes and EEE. The State
feels we are going to have a continuance of EEE this year. They also feel
that the towns should continue mosquito control and that the towns that
arenot.in this program should set money aside and get into the program.
Mr. Smith said he will get together with Dr. Henley, :.M.M.C.P.soon
and and if he doesn't hear from Dr. Grady in a week he will call him.
Mr. Smith said it has been rumored that Collaborative Re,learch wants to (DNA
DNA Research over in their Lexington facilities on Spring Street.
The Board said they should start putting some regulations together.
When they are completed, then go to the Selectmen and say " This is our
regulations, what is the next step and what do you want us to do now?
Remind the Selectmen that they are going to put a committee together.
Dr. Erdos said that they (the Health 3oard) should look over all the
copies of regulations that they have, pick the best of each, put ours togeher
and have thein ready.
The Board agreed that it is their responsibility to have the regulations
ready and then ask the Selectmen what is their next move.
Dr. Roemer said she will contact Dr. Clark and discuss this with him.
Mr. Smith told the Board that Robert Mailloux, Waltham Health Director,
said that Collaborative Research is a reputable firm.
The owners of Green&'iJhite land (Woburn/Maple Sts.) has submitted a plan GREEN &
TO THE PLANNING BOARD. Mr. Smith said that he had seen the plan and it is not aJHITE
a very good one.
He said that they haven't submitted anything to us as yet and they should
have gone to Conservation first.
Mr. Lambie wanted to know if there were problems from other points of
view.
Mr. Smith said "no" there will be sewer and water and Mr. Smith wants to
see good drainage.
Mr. Smith asked if the Board had any comments on the job description for DISCRIPT.

The Board said that they had no comments, the description was fine.
Mr. Smith said Ms. 'Susan Adler, Assistant to the Town Manager, wanted
to get back to her about this.
Mr. Smith said the applicants must he a registered sanitarian or is
working towards taking the Registered Sanitarians test.
The Board will meet on March 8, 1904 (Tuesday) instead of the second
Monday as usual because of other commitments and conflicts.
