BOARD OF HEALTH MEETING FEBRUARY 14, 1983 ' The regular meeting of the Board of Health was held Monday, February 14, 1983 at 7 15 p m. in Room G-1 (Recreation Office) Members present were Mr James W Lambie, Chairman; Dr Michael S Erdos, Linda Roemer, Ph D , and Mr George A. Smith, Director of Public Health and Miss Ellen Ripton, Health Intern Minutes of the January 10, 1983 meeting were approved as read Mr Smith told the Board that there had been an odor problem at Li'l Peach the other afternoon The Li'l Peach was trying to fix their service refrigera- LI'L tor and had the heaters on, it burned a hole, they were using epoxy (fiberglass PEACH mixture) to fix it - the fumes went into the ventilation They shut off the heat and ventilated both Li'l Peach and Bel Canto. An engineer from Purity Supreme (owner of the Li'l Peach Stores) was called in to look the problem over No one was overcome and no medical treatment was required There was a fire at the Chalet on Bedford Street caused by the cable T V. in- stallers They were working on the electrical wires in the crawl space, caused CHALET some kind of a problem and walked away from it not knowing it was going to create FIRE a fire One building is now totally unoccupied at this time Mr Smith told the Board that he met with people from Boston Edison recently to BOSTON discuss PCB'S and see if the Edison had many in Lexington They said they are EDISON looking into this, they have 3 categories as far as transformers, treat them all as problems and as they break down they replace them. DR GRADY At 7 30 p m Dr George Brady, Director of the State Biological Laboratories in Jamaica Plain came before the Board at the request of the Health Director, Mr George Smith, to discuss Eastern Equine Encephalitis and mosquitoes Mr David Henley, Superintendent of the East Middlesex Mosquito Control Project was also present at the meeting Mr Smith explained briefly to Dr Grady what the Board would like to see done in Lexington in the Spring with water management, larvaciding, drainage and monitoring The Town has set aside $4,000 00 emergency funds so that the work can be started in the Spring He also stated there would be a warrant article for Town Meeting asking for $10,000 00 to continue a mosquito control program in Town and that the Board of Health had written a letter to the Reclamation Board asking to be re- instated. Dr Grady told the Board how important a mosquito control program is, particularly with cases of encephalitis having been definitely diagnosed this year, one an infant from Bedford and another a girl that attends Minute Man Vocational School. He said this program should be continued for several years He said this is a very high-risk year and should be continued, even over shooting for additional years, if necessary He also said that all horses should be immunized for E.E.E Dr Grady went into detail about the Western Highland "J" encephalitis, and how it precedes the EEE with a range of 7-54 days He said August is the peak month for aspect meningitis 36 Mr David Henley of the E M M.0 P discussed his program and how the Lexington program would be handled Dr Grady discussed how the mosquitoes are separated and tested at their Lab He said the towns should not control woodlands as much as they should control the mosquito species near the homes After further discussion on the seriousness of E E.E. and mosquitoes the Board and the director thanked Dr Grady for coming to the meeting and discussing this subject with them. Miss Ellen Ripton, Health Intern, told the Board that she had been inspecting SANITAR- all the church kitchens, some retail food establishments and several restaurants. IAN'S She said that she has started now to check out all the vending machines in all REPORT the inplant cafeterias that we have in Town Miss Ripton finds many diverse problems as she does the inspections Mr Smith told the Board that there is an article in the Town warrant for Town SMOKING/ Meeting for a No-Smoking Section for each restaurant in Town The owner of the NON-SMOK- Bel Canto Restaurant is fighting it ING PRO- RAM Some members of the Board can not see what the regulation would accomplish If people get offended by the smoke, they will not go to that restaurant, anyway Actually, it has to be self-enforcing Mr Smith said he had sent out questionnaires to all restaurant owners, and inplant cafeteria managers in Town Some have replied and others have not, as yet The Board decided to wait and see if more people reply to the questionnaire before discussing it further There had been another problem at the Sheraton-Lexington with the sewer line SHERATON Someone there had seen the light, heard the bell ring, shut it off, did not LEX MOTEL tell anyone and therefore the problem started Mr Smith said he had met with Frances Fletcher, Regional Director of the Dunfey Hotels, The Town Engineer about this problem. Mr Smith reported on occasion he get complaints in regard to someone having SAND- their house "sandblasted" to remove the paint.
