BOARD OF HEALTH MEETING
DECEMBER 13, 1982
The regular meeting of the Board of Health was held Monday, December 13,
at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building.
Members present were: Mr. James W. Lambie, Chairman; Dr. Michael S. Erdos,
and Linda Roemer, Ph.D., George A. Smith, Director of Public Health.
A change in wording was corrected in the Board Notes of the November 8, 1982
meeting. It should read "the Board would like to review the job description
with the Health Director instead of "go over the job description with him".
,NEW INTERN Mr. Smith introduced Miss Ellen Ripton to the Board. Miss Ripton is the new
Health Intern for the Health Department.
CATALDO Mr. Smith told the Board that Mr. Cataldo has written a request to continue
RECLAMATION land reclamation program for another year.
PROGRAM
The Board agreed to renew Mr. Cataldo's request for another year.
SHERATON- Mr. Smith reported that the Sheraton -Lexington Motor Inn had a fire in the
LEXINGTON laundry room.

They have restored the laundry room and there are no further problems at this
time.
WILD ACRE INN There is nothing new to report at this time. Dr. Roemer went out with Mr. Smith
to inspect the Inn before the Selectmen's Meeting. They have fixed the place
all up.

SPRING ST.
The Board of Selectmen gave the Wild Acre Inn a temporary permit and has asked
the Human Services Coordinator to check it out from the Human Services aspect.
Mr. Smith told the Board he had received a request from a resident to keep
roosters on their property. Mr. Smith has sent the request to the Board of
Selectmen to see if they want to grant a variance as they do not allow roosters
according to their by-laws.
Mr. Warren Fox came into office and said he wanted to build three houses on
his property on Spring Street and wants to put in three septic systems for
these houses.
Mr. Smith looked at the property and feels he should connect these houses to
sewer because he does not think that three septic systems would fit in there.
At 7:30 p.m. Mr. David Henley of East Middlesex Mosquito Control came into
the Board Meeting. He came to discuss "encephalitis" and the dangers of Mos-
quitoes that can carry it.
He discussed briefly the specific cases that appeared in Bedford and Dover
and how they had trapped mosquitoes and had found a positive virus in them.
Mr. Henley does not know too much about Lixington at this time because mosquito
control had been voted out at Town Meeting so he has never worked in this Town.

Mr. Henley discussed with the Board the different ways to control the mosquitoes
and gave suggestions that the Board could think about and discuss with the Select-
men. He suggested it would be worthwhile to ask for money for surveillance and
water management and adulterciding.
The Board feels there should be some kind of mosquito control in Lexington
particularly after the two cases in towns nearby.
After further discussion, the Board thanked Mr. Henley for coming in and Mr.
Henley retired.
The Board discussed the "non-smoking" areas in restaurants and cafeterias. They NON
have decided to write a letter to those businesses stating that the Board would SMOKING
like to make the "non-smoking" areas a voluntary thing and wanted to ask the AREAS
owners and managers if they would be willing to establish an area on a voluntary IN
basis. They also would like their views on this subject. RESTS.
The Board discussed a "possible" full-time position for a sanitarian in the CAFE -
Health Department. The Board asked Mr. Smith to make a report of all his duties TERIAS
and inspections that are done by his department and write up a report to show the
need for an assistant.
Mr. Smith agreed to do this for the Chairman.
The Board feels they should be knowledgeable of the staffing positions and
policies of the Department.
At 8:30 p.m. Mrs. Janet Dephoure, applicant for a license for a massage therapist,
came before the Board.
Mr. Philip Ciampa, applicant for a massage parlor was also to come in at 8:30 p.m.
but failed to show up.
Mrs. Dephoure discussed her qualifications with the Board and they, in turn,
questioned Mrs. Dephoure.
After a brief discussion, the Board agreed that a temporary license for six
months would be given as a probationary period. The temporary license would
restrict the applicant to working in one establishment only and would not allow
working in the homes of clients.
